Moreover, certain land <br /> Within the Subdivision is identified as "excess lands" by the <br /> United States Bureau of Reclamation ("Bureau"), and <br /> therefore is prohibited from receiving water from the Central <br /> Valley Project. Should the Project ultimately be approved, <br /> no part of that approval shall be deemed to modify the <br /> Bureau's designation of excess lands or to otherwise expand <br /> the right of any parcel within the Subdivision to receive <br /> Central Valley Project water. <br /> C. BCID will not install, operate, or maintain the water <br /> distribution systems serving the Subdivision beyond the BCID <br /> Connection Point. This on-site water distribution system will <br /> be privately owned and each individual landowner shall be <br /> responsible for the maintenance, operation, and upkeep of <br /> all irrigation improvements located on that landowner's <br /> property within the Subdivision, whether or not used by that <br /> landowner. <br /> D. Prior to receiving irrigation water from BCID, each individual <br /> parcel within the Subdivision shall have a water meter <br /> installed at the landowner's expense that meets the <br /> requirements of the State of California and Banta-Carbona <br /> Irrigation District. <br /> E. BCID shall read meters both at each Parcel as well as at the <br /> BCID connection point. Individual landowners shall be billed <br /> for their metered use as well as a pro-rata share of <br /> unaccounted water allocated to each parcel irrigating. <br /> F. BCID shall be granted reasonable access to parcels within <br /> the subdivision (including but not limited to the easements <br /> shown on the Subdivision map described In Condition 1 <br /> above) for the purposes of maintaining, inspecting, and <br /> taking readings from water meters and other water-related <br /> infrastructure within the parcels in the Subdivision. BCID <br /> reserves any and all rights to shut-off or discontinue service <br /> to Subdivision parcels with outstanding amounts owed to <br /> BCID. <br /> G.
