t t ._-
Recommendations
Action
It is recommended that the Planning Commission:
1. Approve the Mitigated Negative Declaration; and
2. Approve Major Subdivision No. PA-0400276 with the Findings and Conditions of Approval
contained in the staff report.
Findings
1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific
Plan, and Special Purpose Plan, and any other applicable plan adopted by the County.
• This finding can be made because the proposed subdivision is consistent with the General
Plan. Specifically, it meets the General Plan density requirement of 1-2 dwelling units per
gross acre (General Plan Volume I, Table III-1). The subdivision is included in an area that
has a Special Purpose Plan to provide a public wastewater disposal system and storm water
drainage system. The subdivision is consistent with the Special Purpose Plan.
2. The design or improvement of the subdivision is consistent with the General Plan and any Specific Plan
or Special Purpose Plan.
• This finding can be made because the improvements proposed for the subdivision are
consistent with the General Plan and Special Purpose Plan for the area. The subdivision will
be served by CSA 44 for sanitary sewer, storm water drainage, and water. The subdivision is
consistent with the Special Purpose Plan that was prepared for the provision of public
services in this area.
3. The site is physically suitable for the type of development proposed.
• This finding can be made because the proposed subdivision meets the General Plan density
requirement of 1-2 dwelling units per gross acre. The proposed subdivision meets the
development requirements contained in the Development Title regarding lot size and width.
Additionally, all minimum County standards are met. The site is relatively level.
4. The site is physically suitable for the proposed density development.
• This finding can be made because the site is relatively level, and there are approved
subdivisions in the area with similar density.
5. Neither the design of the subdivision nor any proposed improvements are likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife or their habitat.
• This finding can be made because the Initial Study prepared for the proposed Major
Subdivision did not identify potentially significant impacts that could not be mitigated to a
less than significant level.
San Joaquin County PA-0400276\Aurora Transportation
- Community Development Page 4
