s. Although the project is within the County Service Area No. 44 service boundary, the applicant's <br /> parcels are outside of Zone G. In order to receive the requested services, the applicant must apply <br /> to transfer into CSA 44 Zone G, complete the Proposition 218 process for storm drainage and street <br /> lighting, and pay their fair share to the County. The development will receive services conditional <br /> upon completion of all necessary facilities and passage of the Proposition 218 vote. The <br /> assessment for the new zone shall be based on the cost for maintenance, operation, system <br /> improvements, and any replacement program of facilities within CSA 44. The applicant shall pay for <br /> the maintenance and operation of the system from the time the facilities are accepted by the District <br /> until the transferred area is placed on the assessment role of the District. Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> u. The project shall be served by a public sewer collection and treatment system constructed in <br /> conformance with the requirements of Environmental Health and Public Works. (Development Title <br /> Section 9-1105.2) <br /> c. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to development. (Water Code, Article 5, Section 13280) <br /> d. Prior to Final Map approval, backfill the septic tanks, seepage pits, or excavation under permit and <br /> inspection by Environmental Health. (Development Title Sections 9-1110 3 and 9-1110 4) <br /> NOTE: Prior to Final Map approval, the existing home on the designated remainder shall be <br /> connected to public sewer. <br /> e. A public water system shall be constructed to the requirements of Environmental Health and Public <br /> Works. The water system shall be shown on the Improvement Plan.
