Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; <br /> 2. Recommend that the Board of Supervisors approve General Plan Amendment No. GP-01-14 <br /> based on the ability to make the required "Basis for General Plan Amendment' contained in the <br /> staff report; and <br /> 3. Recommend that the Board of Supervisors approve Zone Reclassification No.ZR-01-10 based <br /> on the ability to make the required "Bases for Zone Reclassification" contained in the staff <br /> report. <br /> Basis for General Plan Amendment <br /> 1. The internal consistency of the General Plan is maintained in the adoption of the Amendment. <br /> This determination can be made because the proposal is consistent with the development <br /> and locational criteria relative to the Residential—Very Low Density designation contained in <br /> Volume I of the General Plan. <br /> Bases For Zone Reclassification <br /> 1. The proposed zone district is consistent with the General Plan, any applicable Master Plan, and any <br /> applicable Specific Plan. <br /> • This determination can be made because the Residential — Very Low Density (R-VL) zone <br /> is a consistent implementing zone for the R/VL designation. This proposal is consistent <br /> with the General Plan and meets the development and locational criteria contained in <br /> Volume I of the General Plan relative to Residential—Very Low Density areas. <br /> 2. The proposed zone district is reasonable and beneficial at this time. <br /> • This determination can be made because public water, sewer, and storm drainage are <br /> available.
