SOW
CI. INTRODUCTION AND PROJECT DESCRIPTION
This Surface and Subsurface Contamination Report(SSCR) contains the results of our findings for
property owned by Ms. Sue Lindly Ohlendorf on Linne Road near Tracy, California. This report
was prepared exclusively for Ms. Ohlendorf, her Attorney Mr. Jose Alva, and the San Joaquin
County Environmental Health Department (EHD). The purpose of this report was to investigate
and identify real or potential surface and subsurface contamination existing within the entire
subject property and report the findings to the Client and the Environmental Health Department.
According to the San Joaquin County Development Title, a Surface and Subsurface Contamination
Report is required at the time of Tentative Map submittal. The San Joaquin County Development
Title, Section 9-905.12 (a) states "A Surface and Subsurface Contamination Report shall identify
any potential sources of surface and subsurface contamination caused by past or current land uses."
This report complies with the San Joaquin County Development Title for a "Surface and
Subsurface Contamination Report." The report shall include evaluation of nonpoint sources of
hazardous materials including agricultural chemical residues and high concentrations of nitrate in
the groundwater. Potential point sources include aboveground and underground storage tanks
(ASTs/USTs), leaking underground storage tanks (LUSTS), septic systems, chemical storage areas
and electrical transformers. No chemical analysis was conducted for this investigation, nor was
there an inspection of any on-site or surrounding buildings for asbestos containing materials
(ACMs).
Interpretation of County Ordinance Section 9-905.12 (a) has been to focus on the subject property
exclusively, unless it is documented or observed that an environmental concern in proximity to the
subject property could potentially affect the property.
(t0
The property subdivision is illustrated on the attached Assessor's Parcel Map. The subject parcels
composing this project and assessed for this report, have been outlined on the Parcel Map. Five
contiguous parcels make up the property. The subdivision will reoeiva water from Cnnnty Sarvic,
(( 4 Area(CSA-44) wells, and wastewater treatment ilia]ao proposed to be under CSA-44 by a central
wastewater treatment plant, The wastewater treatment plant is to be located in the southwest
1 corner of Bates Road and Chrisman Road. Stormwater drainage management will be by a
community retention basin.
This Surface and Subsurface Contamination is close to, but does not completely encompass the
requirements of a Phase I Environmental Site Assessment(ESA)as promulgated by the American
Society of Testing and Materials (ASTM E-1527-00). The Environmental Health Department
recognizes that the Surface and Subsurface Contamination Report is not intended to completely fulfill
LLSeetion
ents of the Phase I ESA. The Department does however, maintain that certain
of the Phase I ESA as promulgated by ASTM must be applicable to the SSCR, as follows:
of the ASTM Document states under "Sources of Standard Source Information," that
2
Chesney Consul ing
