PA-0400303 OF <br /> SANJAY BIRLA (C/O EUGENE VOCU, TRIPLE "E" ENGINEERING) (APN: 248- <br /> 080-23; 8253 W. LINNE ROAD, TRACY) <br /> The applicant has submitted the above referenced General Plan Amendment pre-application to <br /> change the General Plan designation of a 4.52-acre parcel from Rural Residential (R/R) to Very <br /> Low Density Residential (R/VL). The parcel is currently vacant. The parcel to the east has an <br /> approved Major Subdivision application to create 77 residential lots and has a General Plan <br /> designation of Very Low Density Residential (R/VL). The parcels to the north have single family <br /> residences and have a General Plan designation of Rural Residential (R/R). To the south of the <br /> project site is agricultural land with scattered residences which have a General Plan designation <br /> of General Agriculture (A/G). The parcel to the west has an industrial use with a General Plan <br /> designation of Limited Industrial (I/L). <br /> The project site is located on the north side of W. Linne Road, 2700 feet west of S. Chrisman <br /> Road, southeast of Tracy. <br /> The Community Development Department has reviewed the proposed General Plan Amendment <br /> and offers the following comments: <br /> Background <br /> The applicant is proposing to ultimately subdivide the parcel into six (6) parcels of 0.5 acres or <br /> more each and a designated remainder to be either used as an easement or dedicated to the <br /> County for the detention pond and well site. A public sewage disposal system is planned but <br /> details have not been determined. <br /> In 1996, the owners of this parcel applied for and received an approval for a Minor Subdivision <br /> (MS-96-0009); however, this application has expired. In 2001, another Minor Subdivision (MS- <br /> 01-0036) was applied for and approved. This Minor Subdivision does not expire until December <br /> 13, 2004. <br /> In 2001, the owner of the parcel to the east (APN: 248-080-22) applied for and received an <br /> approval for a General Plan Map Amendment (GP-01-0002) and Zone Reclassification (ZR-01- <br /> 0007) to change the General Plan designation from Rural Residential (R/R) to Very Low Density <br /> Residential (R/VL), and to rezone the property from Rural Residential (R-R) to Very Low Density <br /> 1 <br />
