Subsequently, on this same parcel, an application for a Major Subdivision <br /> (PA-0200409)was submitted and approved. <br /> General Plan Policies <br /> In order to approve the General Plan Amendment, the Planning Commission and Board of <br /> Supervisors will have to determine that the internal consistency of the General Plan is maintained <br /> in adoption of the proposed General Plan Amendment. The proposed change must be consistent <br /> with all of the various General Plan goals, policies, objectives, and implementation measures. <br /> Residential Development Policy 1(b)(1)(General Plan Volume I. Page IV-18) <br /> Density: 1 to 2 primary dwelling units are allowed per gross acre. <br /> • With a total size of 4.52 acres and six (6) proposed lots, this density would fall <br /> within the guideline set forth in the General Plan. <br /> Residential Development Policy 1(b)(3) (General Plan Volume I. Page IVA8) <br /> Locational Criteria: Appropriate in urban communities for large lot development. <br /> • The project is located within the urban community of Tracy. The proposed lots <br /> will be a minimum of 0.5 acre in size, which falls within the required minimum lot <br /> size for parcels zoned Very Low Density Residential. (Development Title Section <br /> 9-310.3[a]) <br /> General Plan Infrastructure Service Requirements <br /> Wastewater Treatment <br /> In urban communities, a public wastewater treatment system shall be minimum requirements <br /> for wastewater treatment facilities for the approval of tentative subdivision maps for new <br /> development and may also be necessary for other discretionary applications. (General Plan <br /> Wastewater Treatment Policy 2, Vol. I, pg. IV-61) Public wastewater treatment systems shall <br /> be provided by an existing public agency, or by a new district if no public agency in the urban <br /> community or other area planned for a public system is empowered to provide wastewater <br /> treatment services. (General Plan Wastewater Treatment Policy 3, Vol. I, pg. IV-61) <br /> • The proposed General Plan Amendment would appear to meet this requirement <br /> if wastewater service can be provided by the adjoining CSA#44. <br /> Water Supply <br /> In urban communities, a public water system shall be minimum requirements for water for the <br /> approval of tentative maps and may also be necessary for other discretionary applications. <br /> (General Plan Water Supply Policy 2, Vol. I, pg. IV-63) Public water systems shall be <br /> provided by an existing public or quasi-public agency, or by a new district if no public agency <br /> in the community or other area planned for a public system is empowered to provide water <br /> supply services. (General Plan Water Supply Policy 3, Vol. I, pg. IV-66) <br /> • The proposed General Plan Amendment would appear to meet this requirement <br /> if public water can be provided by the adjoining CSA#44. <br /> Storm Water Drainage <br /> In urban communities, a public drainage system shall be minimum requirements for <br /> stormwater drainage facilities for the approval of tentative maps and may also be necessary <br /> 2 <br />
