(General Plan <br /> Wastewater Treatment Policy 2, Vol. I, pg. IV-61) Public wastewater treatment systems shall <br /> be provided by an existing public agency, or by a new district if no public agency in the urban <br /> community or other area planned for a public system is empowered to provide wastewater <br /> treatment services. (General Plan Wastewater Treatment Policy 3, Vol. I, pg.
