PA-1400154, ZONE <br /> RECLASSIFICATION APPLICATION NO. PA-1400155, AND AGRICULTURAL <br /> PRESERVE APPLICATION NO. PA-1400156 OF R & R SCHATZ <br /> PROPERTIES, INC. (C/O SHARON J. RENSCHLER, ATTORNEY AT LAW) <br /> (APN'S: 051-290-13 & -25) (ADDRESS: 12215 EAST LOCKE ROAD, <br /> LOCKEFORD) <br /> The applicant has submitted the above referenced applications for a General Plan Map <br /> Amendment to change the General Plan designation of a 20.48-acre parcel and a 14.91-acre <br /> parcel from R/L (Low Density Residential) to A/G (General Agriculture), a Zone Reclassification to <br /> change the zoning of the same parcels from R-L (Low Density Residential) to AG-40 (General <br /> Agriculture, 40-acre minimum), and to expand Agricultural Preserve R-69-2 by 20.48 acres. The <br /> underlying project is to enter into a Williamson Act contract preceded by a merger application. <br /> The project site is located on the north side of E. Locke Road, 2,500 feet northeast of Brandt <br /> Road, Lockeford. <br /> The property has a General Plan designation of R/L (Low Density Residential) and is zoned R-L <br /> (Low Density Residential). The project site is located within the unincorporated Urban Community <br /> of Lockeford. <br /> The Community Development Department has reviewed the applications for PA-1400154, PA- <br /> 1400155, and PA-1400156 and offers the following comments: <br /> General Plan Policies <br /> In order to approve the General Plan Map Amendment, the Planning Commission and Board of <br /> Supervisors shall determine that the internal consistency of the General Plan is maintained in <br /> adoption of the proposed General Plan Amendment. (Development Title Section 9-803.4) The <br /> proposed change must be consistent with all of the various General Plan goals, policies, <br /> objectives, and implementation measures. <br /> General Agriculture (General Plan Vol. I, page VI-10) <br /> "The General Agriculture land use designation will be considered in areas suitable for <br /> agriculture outside areas planned for urban development where:" <br /> A.
