PROPOSED DEVELOPMENT <br /> The proposed project will consist of converting the Olde Lockeford Winery into a micro <br /> winery plaza consisting of sixteen(16)micro wineries with tasting rooms. The land behind the <br /> winery buildings is planned to contain evaporation/storage ponds and agricultural land. <br /> The winery waste is planned to be disposed on site through the use of evaporation ponds <br /> and land application to agricultural crop. The California Regional Water Quality control Board, <br /> Central Valley Region has provided waste discharge requirements for the Olde Lockeford <br /> Winery. Currently,the Environmental Division of Neil O. Anderson&Associates,Inc. is <br /> preparing a report of waste discharge for the project. <br /> III. PRESENT AND PAST USE OF THE SITE <br /> Presently, the site is an existing winery facility. The facility will crush,process, and store <br /> wine products on the site. The facility consists of five(5) existing buildings, four(4) septic <br /> systems,three (3)water wells, and one (1)storm water detention pond. <br /> We understand from Don Litchfield that the site prior to 1946 was agricultural land. <br /> From 1946 to 1978,the lockeford winery operated at the site. After 1978, US Gasohol and <br /> several other companies operated at the site. The site sat idle for several years, and in 1998, <br /> clean up began on the site. At this time,Don Litchfield obtained the site and clean up work <br /> began. We understand a Phase 1 and Phase 2 investigation and clean up was performed on the <br /> property. The Phase 1 and Phase 2 reports have not been reviewed by our office. <br /> IV. SURROUNDING USAGE <br /> The local area surrounding the site could be characterized as a mixed use of agriculture, <br /> light industrial and ranchette property. Bounding the property to the north is Locke Road,to the <br /> south is Winn Trucking aggregate stockpile,to the east is Kellog garden products facility, and to <br /> the west is a lumber products company. <br /> The following interviews were conducted with available persons who live or work near <br /> the subject property and/or have knowledge of septic system and water well performance.
