Analysis <br /> Code Enforcement <br /> On July 27, 2015, an enforcement case was opened for violations related to truck and trailer parking <br /> without benefit of a land use permit, and converting an existing storage building to an office without <br /> benefit of building permits. On October 13, 2016, the enforcement case was sent to the District Attorney's <br /> office for assistance. <br /> Facility Operation <br /> Pursuant to information provided by the applicant, the two (2) trucks and four (4) trailers used for the <br /> agricultural truck parking operation are owned and operated by the property owner and family and are <br /> used to haul materials throughout the U.S. One truck and trailer leaves and returns once a week on <br /> average. The others are used once every other week on average. <br /> The farm service operation transports farm products using two (2) trucks and thirty-five (35) double- <br /> trailers. From August through December, the trucks deliver bins to vineyards to be filled with grapes that <br /> are then retrieved and delivered to various wineries. The trucks and double-trailers are stored and idle on <br /> site between January and July. <br /> If needed, one (1)or two (2) additional drivers are hired. <br /> No buildings on the site are to be utilized for either of the proposed uses. <br /> Parking Modification <br /> The Site Plan depicts the truck and trailer parking space dimensions as 9' x 55'. Pursuant to Development <br /> Title Section 9-1015.6(c)(1), truck parking spaces shall be a minimum of twenty-five (25) feet in length <br /> and fifteen (15) feet in width and shall have a minimum height clearance of fourteen (14) feet. However, <br /> Development Title Section 9-1015.9 states that requirements of the chapter may be modified by the <br /> Director in cases in which, due to the unusual nature of the establishment proposed or the development <br /> proposal submitted for it, the requirements set forth in the Development Title may be considered <br /> insufficient or excessive. The applicant submitted a letter dated May 14, 2018 requesting a modification in <br /> the width of the truck parking spaces for the farm service operation to permit spaces that are nine (9) feet <br /> in width to allow the "tilting" of the trailer bins to prevent the bins from filling with water during the months <br /> of storage. The Community Development Department has reviewed the request and is recommending the <br /> Planning Commission approve the modification because the trailers are parked for long-term storage and <br /> aren't used on a daily basis. <br /> Surfacing Modification <br /> The Site Plan depicts surfacing of recycled asphalt and aggregate base from county road reconstruction <br /> that is annually treated with calcium chloride to prevent dust. Pursuant to Development Title Section 9- <br /> 1015.5(e), all parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with asphalt concrete or portland cement concrete to provide a durable dust free surface. <br /> However, Development Title Section 9-1015.5(e)(2), states that, at the discretion of the Review Authority, <br /> alternative surfacing materials may be used in combination with an asphalt concrete or portland cement <br /> concrete driveway for truck parking in agricultural zones. The applicant submitted a letter dated May 14, <br /> 2018 requesting a modification to the surfacing requirement to allow surfacing of recycled asphalt and <br /> aggregate base from county road reconstruction for all areas including the driveway. The Community <br /> Development Department has reviewed the request and is recommending the Planning Commission <br /> approve the modification in the surfacing material to allow recycled asphalt in lieu of asphalt or concrete <br /> for all areas except the first one hundred (100) feet of driveway, from the edge of the existing right-of-way <br /> San Joaquin County PA-1600128/Mettler <br /> Community Development Page 3 <br />
