KLE/NFELOER <br /> ensnrtaei..fthl . <br /> r �J <br /> SUMMARY <br /> A Phase I Environmental Site Assessment (ESA) Addendum/Update and Limited <br /> .r Groundwater Sampling and Analyses was conducted on the property located south of <br /> Lone Tree Road, east of Carrolton Road, west of Van Allen Road and north of Zumwalt <br /> Road, northwest of Escalon, California. The subject site is approximately 410-acres in <br /> size and at the time of Kleinfelder's site reconnaissance the site consisted of orchard, <br /> row crop, a dairy and rural residences. The site includes two APNs; APN 205-100-16 <br /> (dairy portion) and APN 205-100-17 (orchard portion). <br /> The purpose of this ESA Addendum/Update is to compare current site conditions to <br /> those previously noted since our prior ESA titled "Phase I Environmental Site <br /> Assessment, 19992 E. Lone Tree Road, APN 250-100-16 and 17, Escalon, California," <br /> dated July 6, 2006 (File No. 67453.P01/ST06R175). This Addendum/Update and <br /> Limited Groundwater Sampling was requested after review of the former ESA by The <br /> San Joaquin County, Environmental Health Department (EHD). An EHD letter dated <br /> March 19, 2007 was generated with specific requests both related and unrelated to <br /> environmental concerns from the former ESA. This update addresses environmental <br /> issues in the EHD letter. Kleinfelder's scope of work was also clarified based upon our <br /> phone conversations with Mr. Ted Tasiopoulos of EHD. Separate geotechnical issues <br /> are being addressed under separate cover. <br /> The limited groundwater sampling was part of EHD's request and included collection <br /> and analyses of four groundwater samples from four domestic wells located on the <br /> northern dairy parcel for nitrates and 1,2-Dibromo-3-chloropropane (DBCP). Mr. Larry <br /> Woltjer, owner of the southern parcel, requested this ESA Addendum/Update and <br /> Limited Groundwater Sampling. <br /> Kleinfelder's site reconnaissance update and groundwater assessment includes the <br /> _ following general changes/observations and findings since the last ESA: <br /> • Kleinfelder finds many former conclusions and recommendations noted in the <br /> former ESA still relevant to the subject site. Specific comments and <br /> modifications to the previous conclusions and recommendations are included <br /> in Section 5.2. <br /> A diesel above-ground storage tank (AST) and generator were replaced by <br /> an electrical motor and pole-mounted transformer (PMT) in the central portion <br /> of the southern parcel. A well casing, small soil pile, and polyvinyl tank were <br /> noted at this location which had not been previously observed on site. <br /> • Additional PMTs were noted when compared to the last ESA, but this did not <br /> incur additional environmental concerns. <br /> 95428.E01/ST08R693 July 29,2008 <br /> 0 2008 Kleinfelder Page 1 of 26 <br />
