LK DER
creek
Bright heOk fl/pM1f Salulmm.
creek is according to current laws and regulations and revising this practice
if necessary to comply with said laws and regulations. This conclusion
remains the same, although it appears Mr. Dotinga has addressed runoff
from dairy operations into the Lone Tree Creek from diary operations
through grading and plugging discharge points into the creek.
14. A dairy was located on the eastern portion of APN 205-100-18. A majority
of the dairy area consists of corrals and dairy barns. Dairies can be a
source of nitrates, coliform bacteria and other waste constituents, which can
migrate into soil and potentially groundwater. If the client desires,
Kleinfelder can evaluate the vertical migration of potential chemicals related
to the dairy. Please note the Regional Water Quality Control Board
(RWQCB) has drafted general waste discharge requirements for dairies,
which is in draft form. Kleinfelder recommends obtaining this document to
be informed of upcoming regulations related to dairy farming. Irrigation of
crops with dairy waste is an acceptable practice; however, this
management of waste often contributes to degradation of groundwater.
Nitrates and other potential contaminants are highly soluble and can
migrate past the root zone if irrigation practices are not managed well. %
Kleinfelder recommends reviewing these practices with the intent to limit the
migration of onsite wastes beyond the root zone or into surface waters. This
conclusion remains the same. This report does include groundwater
sampling at the counties request of four domestic wells (see Section 5.3).
The RWQCB has finalized general WDRs at this time for dairy operations
which the dairy operators should be aware of.
15. Seven residential structures are located in the western portion of APN 205-
100-18. The residences contain garages and sheds. Three barns, two
larger sheds and various smaller structures are located in the southwestern
portion of APN 205-100-18. The barns contained tractors, cattle feed,
almond husks, tire piles, and household items. Onsite structures are noted
as being built before the 1980's. These structures may contain asbestos
containing materials and/or lead based paints. This conclusion remains the
same.
16. A pool of discolored water with a seen was located north of the southwest
barn in the southwestern portion of the site. According to Mr. Dotinga, the
discoloration and sheen is due to liquid from cattle feed and almond husks.
Based on this information this discolored water does not appear to pose an
environmental concern. This pool of water was not observed. Prior
conclusion based on prior observations remains the same.
17. According to Mr. Dotinga, two silos were located east of the central barn in
the southwestern portion of the site. This conclusion remains the same.
r
95428.E01/ST08R693 July 29,2008
0 2008 Kleinfelder Page 22 of 26
