L <br /> 11 60 December 4,2006 <br /> NOA Project Number: E06150A <br /> Should the future residents of the subject property be interested in determining the quality of their <br /> drinking water, EHD should be contacted for direction regarding the potential for impacts to <br /> groundwater from the agricultural history of the property and vicinity. <br /> If Mr. Lang or the EHD are concerned about potential nitrate problems on the subject property from <br /> its past use as a dairy,soil samples from the vicinity of the animal pens could be collected and analyzed <br /> ` to determine soil quality. <br /> Because no staining was observed in the vicinity of the transformer which is not labeled PCB-free,the <br /> Li transformer is not considered an environmental threat to the subject property at this time. Should the <br /> property owners or the EHD be concerned about PCB contamination from the transformer,PG&E <br /> should be contacted to test,retrofit,or replace the transformer. <br /> LAny wells or septic systems identified which will not remain in use should be abandoned under EHD <br /> oversight. Any additional infrastructure or buried debris that may be encountered during site grading <br /> Lor development should be removed and disposed of in accordance with all applicable regulations. <br /> As the site is developed,any stained soil or sources of contamination identified,should be characterized <br /> L <br /> and properly disposed in accordance with federal, state, and local regulations. <br /> 6. 6.0 LIMITATIONS <br /> This report was compiled as a Surface and Subsurface Contamination Report for the subject property. <br /> This report contains information and data provided to NOA by several sources. NOA in no way <br /> .. warrants the accuracy or completeness of the information provided to this investigation by those <br /> sources. <br /> It should be noted that when an environmental assessment is completed without sample collection and <br /> quantitative analysis of soil and groundwater beneath the site,as in this study,no statement of scientific <br /> Lcertainty can be made regarding latent subsurface conditions which may be the result of on-site or off- <br /> site sources. The findings and conclusions of this report are not scientific certainties, but rather, <br /> probabilities based on professional judgement concerning the significance of the data gathered during <br /> Lthe course of this investigation. NOA is not able to represent that the site or adjoining land contains <br /> no hazardous waste,oil,underground storage tanks, or other latent condition beyond that detected or <br /> observed by NOA during the Surface and Subsurface assessment. The possibility always exists for <br /> ` contaminants to migrate through surface water,air, or groundwater. <br /> Our office has not been provided with specific criteria for the development of this report other than <br /> L a request to evaluate the property in question for possible problems related to toxic or hazardous agents, <br /> nor have we been directed to address any specific questions concerning the site.
