L 11 60 December 4,2006 NOA Project Number: E06150A Should the future residents of the subject property be interested in determining the quality of their drinking water, EHD should be contacted for direction regarding the potential for impacts to groundwater from the agricultural history of the property and vicinity. If Mr. Lang or the EHD are concerned about potential nitrate problems on the subject property from its past use as a dairy,soil samples from the vicinity of the animal pens could be collected and analyzed ` to determine soil quality. Because no staining was observed in the vicinity of the transformer which is not labeled PCB-free,the Li transformer is not considered an environmental threat to the subject property at this time. Should the property owners or the EHD be concerned about PCB contamination from the transformer,PG&E should be contacted to test,retrofit,or replace the transformer. LAny wells or septic systems identified which will not remain in use should be abandoned under EHD oversight. Any additional infrastructure or buried debris that may be encountered during site grading Lor development should be removed and disposed of in accordance with all applicable regulations. As the site is developed,any stained soil or sources of contamination identified,should be characterized L and properly disposed in accordance with federal, state, and local regulations. 6. 6.0 LIMITATIONS This report was compiled as a Surface and Subsurface Contamination Report for the subject property. This report contains information and data provided to NOA by several sources. NOA in no way .. warrants the accuracy or completeness of the information provided to this investigation by those sources. It should be noted that when an environmental assessment is completed without sample collection and quantitative analysis of soil and groundwater beneath the site,as in this study,no statement of scientific Lcertainty can be made regarding latent subsurface conditions which may be the result of on-site or off- site sources. The findings and conclusions of this report are not scientific certainties, but rather, probabilities based on professional judgement concerning the significance of the data gathered during Lthe course of this investigation. NOA is not able to represent that the site or adjoining land contains no hazardous waste,oil,underground storage tanks, or other latent condition beyond that detected or observed by NOA during the Surface and Subsurface assessment. The possibility always exists for ` contaminants to migrate through surface water,air, or groundwater. Our office has not been provided with specific criteria for the development of this report other than L a request to evaluate the property in question for possible problems related to toxic or hazardous agents, nor have we been directed to address any specific questions concerning the site.
