The fee is due and <br /> payable prior to issuance of the building permit. The fee shall be automatically increased on January 1 of each <br /> year through the year 2015 at the rate of 4.55 percent. The fee will be based on the current schedule at the time <br /> of payment. (Development Title Section 9-818.4 and Resolutions R-91-327, R-94-185 and R-97-5) <br /> 4. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> 5. Verification shall be obtained from the Solid Waste Division(468-3066)that this development has met the <br /> requirements of the Waste Plan Format for Development Projects. Final Site Plan is required upon submittal <br /> of verification. <br /> 6. The developer shall meet the requirements of San Joaquin County Development Standards to prevent the <br /> increased runoff release rate of storm water from discharging onto other properties and to prevent offsite <br /> sediment transport. A hydrologic analysis prepared by a registered civil engineer shall be submitted for <br /> review and approval.The analysis shall demonstrate the runoff from the proposed development will be <br /> detained such that it will not exceed the existing runoff. A fee to review the analysis shall be required. If the <br /> proposed design utilizes detention basins,they shall be fenced with six(6)foot high chain link fence or equal <br /> when the maximum design depth is 18 inches or more. If applicable,detention capacity calculations shall be <br /> submitted for review and approval prior to release of building permit for the project. (Development Title <br /> Section 9-1135) <br /> 7. The proposed project disturbs less than one(1)acre of ground and is not part of a larger plan of common <br /> development. The construction phase of the proposed project shall follow best management practices as may <br /> be appropriate to minimize the discharge and transport of pollutants per Title 5-Division 10(Storm Water <br /> Management and Discharge Control)of the Ordinance Code of San Joaquin County <br /> Informational Notes: <br /> (i.)
