EAGAL LAKE RECREATION & <br /> RESTORATION PROJECT <br /> BACKGROUND AND PROJFCT DESCRIPITON <br /> The proposed project is a modified version of a Use Permit Pre-Application submitted to the County of <br /> San Joaquin in 1993 (UP-93-14). The revised project is a result of comments received in 1993194 and <br /> the acquisition of an adjoining parcel. The revised project now consist of two (2)parcels of land that <br /> were recently approved through a County Lot Line Adjustment (LA-98-23). The proposed project has <br /> been revised to provide for two specific uses, a private ski club and new lake are proposed to be <br /> constructed on Parcel I along with creating additional riparian habitat and hiking trails adjacent to the <br /> ski lake, which will help to provide the required income to maintain the facilities of both Parcels 1 and 2. <br /> The existing lake and surrounding area on Parcel 1 is essentially proposed to remain unchanged with the <br /> exception of enhancing the existing hiking trails, look-out points, constructing picnic areas and the <br /> enhancement of plant and animal communities that were proposed in UP-93-14. <br /> Parcel 2 has historically been used for agricultural crops, but has been fallow for the past couple of <br /> years. Parcel 2 is proposed to have a newly constructed lake for the use of a private ski water ski club, <br /> construction of riparian habitat around the lake, construction of picnic areas and hiking trails. Parcel I <br /> consists of riparian habitat, an existing lake (approx.13 Ac) and undulating topography consisting of <br /> various plant and animal communities. The soils are composed of alluvial sands and silty clays typical <br /> for this area along the San Joaquin River. <br /> C111,111HAL RESOURCES <br /> Pursuant to the pre-application comments of UP-93-14 a records search has been conducted <br /> for the proposed project. According to the January 12, 1994 record search performed by Central <br /> California Information Center the search was conducted for the specific project of UP-93-14 and a one <br /> mile radius of the project area. The record search has indicated that there is no Prehistoric or Historic <br /> Resources or Cultural Resources of record with in a 1/4 mile radius of the project site (see attached). <br /> PROJECT LOCATION AND ACCESS <br /> The proposed project site is located approximately 8 miles east of central Tracy and 2 miles south- <br /> easterly of Deuel Vocational Institution along the San Joaquin River. The project site is bounded by <br /> the left bank of the 100 year levee and the San Joaquin River. Access to the proposed project will be <br /> provided by a private access road in accordance with County code requirements for a project of this <br /> nature. The point of access to the project site is from the end of Lorenzen Road along a private access <br /> easement for approximately 2500 feet to the project site. The project access points will be gated along <br /> any accessible areas. The point of provide will provide adequate turn around area at the gate. The entry <br /> gate will have a knox box for emergency access and will be designed to meet requirements by the <br /> governing agencies of the San Joaquin River. <br />
