XIV e) The proposed project will increase the numbers of <br /> people using the property and may increase the demands <br /> on local road maintenance. However, considering the <br /> current use of local roads by large, heavy agriculture <br /> equipment, this project will have minimal impact on <br /> the quality and maintenance of the local roads. <br /> XVII b) The proposed project involves the development of <br /> outdoor recreational opportunities. Currently there is <br /> a concern in relation to the increasing quantities of <br /> ultraviolet rays from the sun penetrating the thinning <br /> atmospheric ozone layer and producing harmful impacts <br /> on human health. These ultraviolet rays have been known <br /> to cause skin cancer, cataracts, and a depression of <br /> the human immune system. By increasing the outdoor <br /> recreational opportunity of its members, the project <br /> will increase the exposure of its members to harmful <br /> ultraviolet light rays from the sun. unfortunately, <br /> this project cannot mitigate for the ozone related <br /> human health risks associated by the exposure of people <br /> to the sun's harmful ultraviolet rays. <br /> XIX a) The proposed project should lessen the impact upon the <br /> quantity and quality of existing local recreational <br /> opportunities. The project will be managed with a <br /> limited entry philosophy to reduce the threat of an <br /> overcrowding and low quality recreation. By limiting <br /> the recreational opportunities to fewer individuals, it <br /> insure a recreational environment of the highest <br /> quality. As members experience and enjoy the <br /> recreational opportunities the project will provide, <br /> they may lessen their demands on other local <br /> recreational facilities which provide lesser quality <br /> opportunities. <br />
