NO. 93-14 - MARINA AND OUTDOOR SPORTS <br /> CLUB <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has reviewed the <br /> project referenced above and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated non-attainment by the EPA and <br /> California Air Resources Board for the following pollutants, PM10 (fine particulate matter) and <br /> 03 (ozone). The California Clean Air Act(AS 2595), requires areas that are designated as non- <br /> attainment to reduce emissions 5% annually until attainment standards are met. <br /> Based on the site plan, it appears that a permit may be required for gasoline dispensing. In <br /> addition, any operations that have the potential to create air pollutants such as emergency <br /> generators and pumps, may require permits from the SJVUAPCD. If there are any questions <br /> in regard to processes and equipment that require permits, please have the applicant contact <br /> the Permit Services section at (209) 545-7000. <br /> The SJVUAPCD recommends that Dust Mitigation Measures be implemented during the <br /> construction phase of the project. A list of Dust Mitigation Measures is enclosed. <br /> Furthermore, any unpaved surface that is subject to vehicular traffic, or other types of <br /> disturbance is a potential source of dust. The District recommends that a dust palliative, as <br /> described in the Dust Mitigation Measures, be applied and adequately maintained to prevent <br /> dust entrainment. <br /> The applicant should also be aware of the SJVUAPCD's Draft Regulation Vila. The intent of <br /> Regulation Vlll is to reduce the amount of PM,o entrained into the ambient air as a result of <br /> emissions generated from anthropogenic (man-made) fugitive dust sources by requiring <br /> actions to prevent, reduce, or mitigate PM,o emissions.
