%*AW c. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee currently is $182.19 per daily trip-end generated <br /> in the Tracy area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolutions R-00-433) <br /> d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> e. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> addressed the items on the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> f. All habitable structures shall have a lowest floor elevation one foot above the 100-year Base Flood <br /> Elevation. <br /> g. Fill elevations on Parcel 2 shall not exceed 18.5 feet. This includes the fill used to elevate the <br /> structures. <br /> h. All structures shall meet the floodplain management standards. <br /> i. A revised set of improvement plans shall be submitted to the Department of Public Works for review <br /> by the Flood Control Division. <br /> j. Improvements, restrictions, and permits shall be as required by the State Reclamation Board and <br /> Reclamation District No. 2095 for the levee, access roads, and lakes. <br /> 3. PUBLIC HEALTH SERVICES (Staff Contact: Steven Shih, 468-9850) <br /> a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br /> usage must be performed prior to issuance of building permits (Development Title Section 9- <br /> 1105.2[d]). A nitrate loading study is required,and a review fee of$435.00 must be paid at the time <br /> of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic tank <br /> practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is <br /> required for each parcel. A permit fee of$87.00 per percolation hole is required. <br /> b. State on revised site plans the maximum number of employees, members, and guests the sewage <br /> disposal system is being designed for and that the leach field area will be barricaded so it cannot be <br /> driven over, parked on, or used as a storage area. This leach field area must be used for that <br /> specific purpose only and cannot contain any underground utility lines. (Development Title Section <br /> 9-1110.4[c][51) <br /> c. Based on the soil suitability/nitrate loading study, construction of individual sewage disposal <br /> systems under permit and inspection by the Environmental Health Division is required at the time of <br /> development. (Development Title Sections 9-111.3 and 9-1110.4) <br /> d. Construct a water well under permit and inspection of the Environmental Health Division prior to <br /> final occupancy approval. Should the number of non-resident individuals exceed 24 for at least 60 <br /> days per year, or the number of service connections exceed four, a yearly permit to operate a public <br /> water system will be required by the Environmental Health Division.
