%*AW c. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable at the time of building permit application. The fee currently is $182.19 per daily trip-end generated in the Tracy area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolutions R-00-433) d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. e. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has addressed the items on the Waste Plan Format for Development Projects. The Final Site Plan is required upon submittal of verification. f. All habitable structures shall have a lowest floor elevation one foot above the 100-year Base Flood Elevation. g. Fill elevations on Parcel 2 shall not exceed 18.5 feet. This includes the fill used to elevate the structures. h. All structures shall meet the floodplain management standards. i. A revised set of improvement plans shall be submitted to the Department of Public Works for review by the Flood Control Division. j. Improvements, restrictions, and permits shall be as required by the State Reclamation Board and Reclamation District No. 2095 for the levee, access roads, and lakes. 3. PUBLIC HEALTH SERVICES (Staff Contact: Steven Shih, 468-9850) a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank usage must be performed prior to issuance of building permits (Development Title Section 9- 1105.2[d]). A nitrate loading study is required,and a review fee of$435.00 must be paid at the time of submittal to the Environmental Health Division. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for each parcel. A permit fee of$87.00 per percolation hole is required. b. State on revised site plans the maximum number of employees, members, and guests the sewage disposal system is being designed for and that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a storage area. This leach field area must be used for that specific purpose only and cannot contain any underground utility lines. (Development Title Section 9-1110.4[c][51) c. Based on the soil suitability/nitrate loading study, construction of individual sewage disposal systems under permit and inspection by the Environmental Health Division is required at the time of development. (Development Title Sections 9-111.3 and 9-1110.4) d. Construct a water well under permit and inspection of the Environmental Health Division prior to final occupancy approval. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number of service connections exceed four, a yearly permit to operate a public water system will be required by the Environmental Health Division.
