1 <br /> %/ ../ <br /> INTRODUCTION <br /> Project Description <br /> This geotechnical study addresses the foundation and earthwork considera- <br /> tions for the proposed San Joaquin Cogen Limited cogeneration facility. This new <br /> facility is to be located adjacent to and southwest of the Libbey-Owens Ford <br /> (LOF) plant in Lathrop, California. You have designated this location as Site <br /> 3058. The general location of the project, which is about one-half mile south- <br /> east of the Interstate 5 interchange with Louise Avenue, is shown on Plate 1. <br /> The subject project consists of the construction of a cogeneration plant <br /> comprised of heavy equipment and other structures. Principal elements of the <br /> cogeneration facilities are expected to include: <br /> o One heat recovery boiler; <br /> o One gas turbine generator; <br /> o Two water storage tanks; <br /> o One wastewater tank; <br /> o Two neutralization tanks; <br /> o Fuel gas compressor; <br /> o Electrical switchyard; <br /> o Power control building; and <br /> o Other associated and miscellaneous structures. <br /> Preliminary locations of equipment units are shown on Plate 2. (Plate 2 is <br /> provided as a "reduced" folded 11"x17" illustration that is bound into the report <br /> and as an oversize map in the map pocket at the end of the report.) <br /> These facilities will be located on a 280-ft by 330-ft, 2-acre area, which <br /> subsequently within this report will be referred to as the "plant area". To <br /> construct the plant area, the natural ground surface will be elevated 2 to 5 ft, <br /> above the existing site grade, to between elevation 17.75 and 16.75 ft. The <br /> plant area will be surrounded by a perimeter ditch, which will drain surface <br /> runoff into a shallow, 60-ft-wide basin along the south side of the plant area. <br /> Unusual Foundation Conditions <br /> The conditions at the proposed site are unusual from a geotechnical and <br /> foundation standpoint. Glass and glass byproducts have been buried in trenches <br /> to as much as 16 ft below the ground surface in some areas of the site. The <br /> 1144A/CC-1 ..'McClelland <br />
