§144. 36) . The permittee will be authorized to inject for
a 10-year period beginning on the effective date of this
permit.
The draft permit contains a condition which states that
EPA may, for cause, modify, revoke and reissue, or
terminate the permit in accordance with any applicable
amendments to the Safe Drinking Water Act (SDWA) .
Additionally, the draft permit requires the permittee to
conduct mechanical integrity testing prior to commencing
injection and annually thereafter to demonstrate that
underground sources of drinking water (USDWs) are being
protected.
The California Division of Oil and Gas has granted the
Facility a permit to drill an exploratory well. The
exploratory well is being drilled to determine the true
value of the TDS (Total Dissolved Solids) content in the
proposed injection zone. The well will be drilled to the
proposed primary injection zone and samples of the
formation fluids will be taken to a lab for analysis. If
the TDS value is less than 10, 000 ppm, this zone would be
classified as a USDW (Underground Source of Drinking
Water) and therefore would not qualify for a Class I
injection well permit. In such a case, the exploratory
well will be drilled to a deeper, alternate zone.
Information gathered from sampling and testing conducted
during the entire drilling and construction of the
exploratory well will be sent to the EPA for review.
The EPA Class I non-hazardous waste injection well permit
will allow the use of the exploratory well as an
injection well provided it is drilled and constructed in
accordance with the requirements of this permit and 40
CFR §146The exploratory well will not be authorized for
wastewater disposal purposes until a final permit is
issued and in effect pursuant to the Underground
Injection Control regulations of the U.S. Environmental
Protection Agency.
4
