b. Reporting Requirements <br /> The draft permit requires the applicant to report the <br /> results of all monitoring on a quarterly basis to the EPA <br /> and the Central Valley Regional Water Quality Control <br /> Board. <br /> In compliance with 40 CFR §146. 13, the draft permit <br /> requires the applicant to report the daily and monthly <br /> average injection pressure, maximum and minimum values <br /> for injection pressure, flow rate and volume, <br /> temperature, and the annular pressure and annular fluid <br /> volume for the injection well. The draft permit also <br /> requires the applicant to report the results of the <br /> injection fluid analysis. <br /> In addition to routine quarterly reporting, the draft <br /> permit requires reporting of the results of any <br /> mechanical integrity testing or any other well workover, <br /> logging, or testing that may reveal the condition of the <br /> casing, tubing, or packer. These reports are due within <br /> ninety days after the completion of the activity. This <br /> allows time for contractors and service companies to <br /> analyze data and to prepare a written report. <br /> c. Financial Responsibility <br /> The applicant has demonstrated by means of a financial <br /> statement the availability of financial resources to <br /> properly plug and abandon the well. If issued a permit, <br /> the applicant will be required to send updated <br /> information to the Regional Administrator within 90 days <br /> after the close of each succeeding fiscal year. <br /> d. Corrective Action <br /> According to 40 CFR §144 . 55(a) , corrective action is <br /> defined as a plan consisting of such steps or <br /> modifications as are necessary to prevent movement of <br /> fluid into underground sources of drinking water through <br /> wells which are improperly sealed, completed, or <br /> abandoned within the area of review. Since there are no <br /> existing wells in the Area of Review, no corrective <br /> action is required. <br /> e. Plunging and Abandonment <br /> The draft permit requires the permittee to notify the <br /> Director no later than 45 days before conversion or <br /> abandonment of the well. The permittee is required to <br /> plug and abandon the well in the manner prescribed in the <br /> plugging and abandonment plan.
