(C) 100% coverage of groundcover . <br /> d. A trash enclosure location shall be designated on the <br /> Improvement Plan. The enclosure shall be designed to <br /> accommodate all trash receptacles and constructed on three <br /> sides with a solid wall and gated on the fourth side. <br /> e. The proposed four-foot sign shall conform to County monu- <br /> ment sign standards. <br /> f . No outdoor storage shall be permitted. <br /> g. The floor level of all structures shall be raised one foot <br /> above the 100-year flood elevation, as indicated by the <br /> best available information. As an alternative, the struc- <br /> tures can be flood-proofed or enclosed with berms (per <br /> Section 9-10325) . <br /> h. The sound level within the C-M, R-M, M-1 , and M-2 zones <br /> shall not exceed 75 db Ldn at the property line of the <br /> property being developed (per Section 9-3000) . <br /> i . The gate or gates shall be recessed a minimum of ten feet <br /> from the property line (per Section 9-3233 [g] ) ; or an <br /> electronically controlled gate shall be installed . <br /> 2 . Department of Public Works : <br /> a. Public sanitary sewer and water services shall be pro- <br /> vided. Annexation to the Lathrop County Water District is <br /> required. <br /> b. The developer shall agree to participate in an Area of <br /> Benefit or other financial mechanism for the Reclamation <br /> District 17 levee improvement project . <br /> c . An Improvement Plan, prepared by a Registered Civil <br /> Engineer, showing drainage, access road details, on-site <br /> parking, and grading shall be submitted to the Department <br /> of Public Works for approval . Drainage shall be retained <br /> on-site. <br /> d. An encroachment permit is required for work at Harlan <br /> Road. Plans of the construction shall be approved by the <br /> Department of Public Works (Permits Section) . An <br /> encroachment permit is required for work in other road <br /> rights-of-way. An encroachment permit for the processed <br /> water supply system will be issued after the Franchise <br /> Agreement has been approved by the Board of Supervisors. <br /> e. The Lathrop Traffic Impact Mitigation Fee will be required <br /> for this development . The fee shall be $0 . 38 per square <br /> foot of building or $3 , 300 per acre, whichever yields the <br /> larger fee.
