a. Ammonia receiving, storage , and handling shall be done in <br /> a nuisance-free manner and shall comply with all require- <br /> ments of the Air Pollution Control District . <br /> b. The applicant shall obtain an Authority to Construct <br /> Permit prior to construction. Pursuant to Rule 201 of the <br /> San Joaquin County Air Pollution Rules and Regulations, <br /> the applicant obtained an Authority to Construct Permit <br /> from the San Joaquin Air Pollution Control District which <br /> was issued on June 19 , 1987 . The permit will expire on <br /> June 19, 1989 . A new Authority to Construct has been <br /> applied for and is currently awaiting the 30-day public <br /> comment period. This public comment period will end on <br /> May 20, 1989 . All public comments will be addressed <br /> before the Authority to Construct is issued. <br /> c . Use water trucks and/or sprinklers as often as necessary <br /> to control dust . <br /> d. All vehicles leaving the work site shall be cleaned to <br /> prevent dirt and mud from reaching adjacent streets . <br /> e . Streets shall be kept free of dust and dirt . <br /> f . All trucks shall be covered. <br /> g. All internal combustion engines from construction vehicles <br /> shall be maintained and properly tuned. <br /> 6 . Department of Transportation, Division of Aeronautics : <br /> The applicant shall contact the Federal Aviation <br /> Administration to determine if an obstruction evaluation will <br /> be required. Depending on the height of the cooling tower <br /> and steam emissions, the project may require a Notice of <br /> Proposed Construction or Alteration (Form 7460-1 ) by the <br /> Federal Aviation Administration, pursuant to FAR, Part 77 . <br /> In either case, a copy of the Notice or clearance shall be <br /> submitted to the Planning Division. <br /> 7 . Manteca-Lathrop Fire District : <br /> a. The fire protection system is to be engineered to comply <br /> with NFPA and Uniform Fire Code standards . The fire pro- <br /> tection system shall be supplied by either the local water <br /> district or a private water system. Plans shall be <br /> supplied to the Manteca-Lathrop Fire District for approval . <br /> b. Regarding annexation to the City of Manteca, the Fire <br /> District would oppose any plan that would detach the pro- <br /> perty in question from the District . <br /> c . Prior to issuance of a permit to build, the Fire District <br /> would request a condition of confirmation of how the pro- <br /> perty will be served to provide water for fire protection. <br /> Conditions of Approval - 4 - (UP-89-22 ) <br />
