The plan was prepared in response to Waste Discharge Requirement Order No. 5-01-114,
Provision G.Le which required preparation and submittal of a groundwater monitoring workplan. After
reviewing the workplan, I have the following comments:
— The well locations are generally acceptable, however, if the gradient is not as northerly as anticipated,
the wells may not adequately monitor the application areas. Additional wells may be required at a later
time. If the groundwater flow direction was established from the on-site monitoring wells, it should be
recognized that the cullet sump dewatering station is likely controlling the local groundwater flow
direction.
— Collection of soil samples during the drilling activities is required to describe lithology. Samples shall
be collected at a minimum interval of approximately every five feet.
— Three feet of bentonite pellets, when hydrated, may fill the annular space or leave an inadequate space
to be filled With neat cement. Please limit the hydrated thickness of the bentonite transition seal to an
approximate thickness of two feet.
— San Joaquin County Well Standards Section 13.10.8 recommends that the sand pack be surged prior to
installing the bentonite seal. This should be performed if conditions in the borehole allow it.
The workplan is approved on the condition that the above comments are addressed in an addendum letter to
be submitted prior to installation of the wells. WDRs Provision G.Lh requires the well installation report
by 28 November 2001. If you have any questions on this conditional approval, please telephone me at
(916) 255-3116.
TIMOTHY R.
