e. The Water Supply Facilities Impact Mitigation Fee will be required for this development. The fee is <br /> due and payable prior to the issuance of building permits. The fee currently is$403.00 per 1,000 <br /> gross square feet of building designated as Commercial Service. The fee shall be automatically <br /> increased on January 1 of each year through the year 2005 at the rate of 7.66 percent. A credit may <br /> be allowed if it can be verified that the existing developmenton this site was in operation on or after <br /> April 30, 1991. (DevelopmentTitle Section 9-818.4, Resolution R-97-5) <br /> f. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> g. Verification shall be obtained from the Solid Waste Division(468-3066)that this development has <br /> addressed the items on the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> h. Mitigation for Lower Sacramento Road between Eight Mile Road and Stockton City Limits: San <br /> Joaquin County has adopted a Special Purpose Plan for Lower Sacramento Road as a four-lane <br /> facility north of Eight Mile Road to Harney Lane. The applicant shall pay a fair-share contribution of <br /> 3.51 percent,which equates to approximately$33,200.00. <br /> i. Lower Sacramento Road between Stockton City Limits and Ponce De Leon Avenue should be <br /> improved to a six-lane facility. The applicant shall pay a fair share contribution of 0.99 percent,which <br /> equates to approximately$3,300.00. <br /> j. The entrances,exits,and adjacent roadways shall be designed to allow a sight distance as follows: <br /> Sight distance triangle to the right: Triangle composed of 15 feet along the driveway and 300 feet <br /> along the near side edge of pavement. Sight distance triangle to the left: Triangle composed of 15 <br /> feet along the driveway and 430 feet along the near side edge of pavement. <br /> k. Access shall be limited to right turn in and right tum out when Lower Sacramento Road is improved <br /> to the adopted Special Purpose Plan. In the interim,left turns into the site shall be allowed from a <br /> left-turn lane. <br /> 1. An interim left-turn lane shall be constructed to access the site. The turn lane shall be designed by a <br /> Registered Civil Engineer. Furthermore,it shall incorporate Median Deceleration plus Storage,and <br /> the design speed shall be used. A credit may be given for construction of the lane as part of the <br /> Lower Sacramento Road improvements. <br /> m. The applicant shall comply with all other mitigation measures identified in the Traffic Study prepared <br /> by David Evans and Associates,Inc., dated July 3,2001. <br /> n. The applicantshall provide a striping plan that will include reflective markers for review and approval <br /> by the Department of Public Works. <br /> 3. PUBLIC HEALTH SERVICES (Staff Contact: Johnny Yoakum,468-3147) <br /> a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br /> usage and design criteria for all phases of the proposal must be performed prior to the issuance of <br /> building permits(Development Title Section 9-1105.2[d]). A nitrate loading study is required,and a <br /> review fee of$435.00 must be paid at the time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br /> each parcel.
