For project impact analysis and identification of mitigation measures, the ' <br /> traffic study must consider all existing applicable legislation and all forms <br /> and modes of transportation (including bicycle and pedestrian) and <br /> improvements (including roundabouts). In addition to identifying mitigation / <br /> measures, the report should also determine the project's fair share <br /> responsibility at study locations. The project's fair share responsibility should <br /> be determined by dividing the number of project generated trips' at the <br /> location for following two scenarios: `existing plus approved projects plus <br /> project'and `cumulative plus project'. The project's fair share responsibility <br /> must be expressed in terms of both percentage ("/a) and dollar($) amount. <br /> Based on the discussion with the City personnel, the city of Stockton currently does not have <br /> programmed improvement plans for Lower Sacramento Road north of Ponce DeLeon Avenue <br /> (the portion of Lower Sacramento Road within the City limits of Stockton). However, <br /> consideration should be given to eventually widening this section of Lower Sacramento Road to <br /> match the 6-lane configuration which it is assumed will ultimately be in place within the <br /> County. A field survey shows that the roadway does have adequate right-of-way to <br /> accommodate one additional through lane in each direction. If widened to 6-lanes, this section <br /> of Lower Sacramento Road would continue to operate at LOS C for Cumulative plus Project <br /> Conditions during a typical weekday. <br /> Using the fair share calculation methodology as described above, the project's fair share <br /> contribution for the improvement of Lower Sacramento Road north of Ponce DeLeon Avenue <br /> (the portion of Lower Sacramento Road within the City limits of Stockton) to a divided 6-lane <br /> facility is 0.99% as shown below: <br /> Project's fair share responsibility The number of`project venerated trips' at a location <br /> The total number of trips at that location <br /> 360 <br /> 36,350 — 0.99% <br /> Assuming that a new travel 12 ft. lane is constructed along each direction at a unit cost of$3 <br /> per sq. ft. for new pavement along the 4,600 ft. long section of roadway between the Stockton <br /> city limit and Ponce DeLeon Avenue, the preliminary planning level cost estimate for this = <br /> improvement would be approximately $330,000. If the project's fair share contribution were _- <br /> 0.99%,their total fair share contribution would be approximately$3,300. <br /> PEDESTRIANS AND BICYCLES <br /> It is anticipated that some of the trips to and from the proposed project may be bicycle and <br /> pedestrian trips. At present, there are no known studies or procedures for determining <br /> pedestrian and bicycle trips to a development such as the proposed project.
