--COMMENTS ON DEVELOPMENTS <br /> UP-92-25 <br /> 3 . The frontage improvements for Lower Sacramento Road across <br /> the developed portion or frontage created by Parcel Map shall <br /> be constructed in conformance with standards for one-half of <br /> a 110-foot right-of-way expressway street. The construction <br /> of the frontage improvements will be deferred upon execution <br /> by the owner of a Deferred Frontage and Roadway Improvement <br /> Agreement or a Secured Deferred Frontage and Roadway <br /> Improvement Agreement with a deposit equivalent to their <br /> estimated construction costs prior to approval of the <br /> Improvement Plan. (A $250. 00 fee currently is required for <br /> processing per Planning Title Section 9-10502 in addition to <br /> a copy of the Grant Deed and an estimate for the required <br /> frontage improvements. The estimate and legal description <br /> shall be prepared by a Registered Civil Engineer with a <br /> typical section drawing on a form to be supplied by the <br /> Public Works Department and submitted to the Public Works <br /> Department for approval. As an option the Department of <br /> Public Works will prepare the drawing and estimate for an <br /> additional fee of $100. 00. ) Acceleration, deceleration, and <br /> left-turn lanes may be required prior to full widening of <br /> Lower Sacramento Road. (Planning Title Section 9-2123) <br /> 4 . A traffic study shall be required to determine the impacts and <br /> mitigation measures. The developer shall deposit with the <br /> County, funds for all costs, as estimated by the Public Works <br /> Department Public Facilities Division, prior to Public Works <br /> Department preparing or contracting for the required study. <br /> Mitigation measures shall be required prior to full widening of <br /> Lower Sacramento Road. (Planning Title Section 9-2123) <br /> 5. Driveway shall be combined with the driveway of Bear Creek <br /> Community Church to the north or relocated to south property <br /> line. The Water Supply Facilities Impact Mitigation Fee will be <br /> required for this development. The fee is due and payable at <br /> the time of building permit application. (The fee currently <br /> is $221. 26 per 1, 000 gross square foot of building as <br /> "Service Commercial" . If there is no building permit <br /> required, the fee will be exempt. The fee shall be <br /> automatically increased on January 1 of each year at the rate <br /> of 6. 9 percent.
