f. A Traffic Study is required to determine the impacts and mitigations for the intersections <br /> and roadways in the vicinity to determine the trip generation from each phase and also <br /> the need for improvements to the site entrance. All mitigations required by the Traffic <br /> Study shall be made by the applicant The developer shall deposit funds with the County <br /> for all costs, as estimated by the Public Facilities Division of the Department of Public <br /> Works, prior to Public Works preparing or contracting for the required study. <br /> (Development Title Section 9-1150.4) <br /> 3. PUBLIC HEALTH SERVICES: (Staff Contact: Greg Oliveira, 468-0341) <br /> a. A soil suitability study which indicates that the area is suitable for septic tank usage must <br /> be performed as required by Development Title Section 9-1105.2(d). A nitrate loading <br /> study is required, and a review fee of$390.00 must be paid at the time of submittal to the <br /> Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San <br /> Joaquin County prior to approval. A percolation test that meets absorption rates of the <br /> manual of septic tank practice or the EPA Design Manual for on-site waste water <br /> treatment and disposal systems is required for each parcel. A permit fee of $78.00 is <br /> required for each percolation hole. <br /> b. Submit an improvement plan to the Community Development Department, for approval <br /> by the Environmental Health Division, which shows sewage and well information <br /> (including a 100 percent expansion area). <br /> C. State on revised plans or improvement plans the maximum number of employees the <br /> sewage disposal system is being designed for and that the leach field area will be <br /> barricaded so that it cannot be driven over, parked on, or used as a storage area. This <br /> leach field area must be used for that specific purpose only and cannot contain any <br /> underground utility lines. (Development Title Section 9-1110.4(c)(5)) <br /> d. Construct a water well under permit and inspection by the Environmental Health Division <br /> prior to occupancy. Should the number of nonresident individuals exceed 24 for at least <br /> 60 days per year, or the number of service connections exceed four, a yearly permit to <br /> operate a public water system under the provisions of the California Code of Regulations, <br /> Title 22, will be required by the Environmental Health Division and Development Title <br /> Sections 9-1120.2 and 9-1115.9. <br /> 4. The project shall be subject to the provisions of the District's Regulation VIII (Fugitive Dust <br /> Prohibitions). <br /> b. The project may be subject to the provisions of the District's Rule 8060 (Paved and <br /> Unpaved Roads). <br /> C.
