(2) The parking area shall be landscaped as specified in Section 9-1020.6 of the <br /> Development Title. The parking area shall be provided with a minimum of five <br /> percent of landscaping within the perimeter of the parking area, not including <br /> landscaping along the street frontage. Trees shall be provided throughout the <br /> parking lot, and planters that abut parking stalls shall be a minimum of five feet <br /> wide. (Development Title Section 9-1020.6) <br /> f. SIGNAGE. A maximum of two advertising signs shall be permitted for the approved use, <br /> only one of which may be a freestanding sign. Sign details shall be consistent with <br /> Chapter 9-1710 of the Development Title, and all existing and proposed signs shall be <br /> shown on the Site Plan. <br /> g. TRASH ENCLOSURE. Any outdoor trash bins shall be kept in an enclosure with solid <br /> masonry walls on three sides and gated on the fourth side. Details shall be included on <br /> the Site Plan. <br /> h. LIGHTING. Any security or parking lot lighting shall be installed according to the <br /> requirements of Section 9-1015.5{g} of the Development Title. All lighting shall be <br /> designed to confine direct rays to the premises. No spillover beyond the property lines <br /> shall be permitted, except onto public thoroughfares, provided, however, that such light <br /> shall not cause a hazard to motorists. Lighting details shall be included on the Site Plan. <br /> 2. DEPARTMENT OF PUBLIC WORKS: (Staff Contact: Tom Iwamiya, 468-3023) <br /> a. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.4) <br /> b. The driveway approach shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development <br /> Title Section 9-1145.5) <br /> C. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is$1,316.00 per <br /> 1,000 gross square feet of building designated as 'Service Commercial' or$188.81 per <br /> daily trip-end in the Lodi area. The fee shall be automatically adjusted July 1 of each year <br /> by the Engineering Construction Cost Index as published by the Engineering News <br /> Record. (Resolutions R-90304, R-91-1025, R-93167, and R-94-174) <br /> d. The Water Supply Facilities Impact Mitigation Fee will be required for this development. <br /> The fee is due and payable prior to issuance of the building permit. The fee currently is <br /> $288.00 per 1,000 gross square feet of building designated as'Service Commercial.' The <br /> fee shall be automatically increased on January 1 of each year through the year 2005 at <br /> the rate of 7.66 percent. The south driveway shall be combined with the driveway of the proposed Roman Catholic <br /> Church to the south when they develop, unless it is used as a secondary emergency <br /> access only. <br /> Conditions of Approval - 3 - UP-95-9 <br />
