The determination can be made that the proposed Amendment is consistent with the development and <br /> locational criteria for the C/C designation contained in the General Plan. <br /> Zone Reclassification <br /> In order to approve a Zone Reclassification, the Board of Supervisors shall determine that the proposed <br /> zone is consistent with the General Plan, any applicable Master Plan, and any applicable Specific Plan, and <br /> that the zone is reasonable and beneficial at the time. If the Board of Supervisors approves the General <br /> Plan Amendment to C/C, then the proposed Zone Reclassification would be consistent with the General <br /> Plan. The project is subject to the Woodbridge Design Guidelines Special Purpose Plan and the Lower <br /> Sacramento Road Specific Plan. <br /> Response Letters <br /> Department of Water Resources sent a letter indicating the project may require obtaining an encroachment <br /> permit from the Reclamation Board if the project encroaches on an adopted flood control plan. The <br /> Department of Public Works has reviewed the letter and indicated if the project did encroach on an adopted <br /> flood control plan, then the project would be subject to an encroachment permit at the time the applicant <br /> applies for a land use permit. <br /> The Department of Public Works has indicated a feasibility study may be required at the time of annexation <br /> into the Mokelumne Acres Maintenance District. Mokelumne Acres Maintenance District provides public <br /> water service and terminal stormwater drainage for the subject parcel and the Department of Public <br /> Works has stated that water service and stormwater drainage service is available and can be <br /> accommodated by the Maintenance District. The feasibility study will assess mitigation measures for <br /> services. <br /> Mary Avanti from the Woodbridge Municipal Advisory Council sent a letter expressing concerns about the <br /> project site. A response letter was sent to her addressing each concern. The applicant is undecided about <br /> what use type he will propose if the amendment is approved.
