amendment and Zone Reclassification applications are approved, the proposed use type <br /> must comply with Uses in the Commercial Zones pursuant to Development Title Table 9- <br /> 405.2. <br /> Services <br /> Mokelumne Acres Maintenance District provides public water service and terminal <br /> stormwater drainage for the subject parcel and the Department of Public Works has <br /> stated that water service and stormwater drainage service is available and will be <br /> accommodated by the Maintenance District. For public wastewater treatment, this parcel <br /> is under the jurisdiction of the Woodbridge Sanitary District. The applicant is currently in <br /> the process of obtaining a "will-serve" letter from the Woodbridge Sanitary District <br /> indicating there is adequate capacity for a connection to the sewer system pursuant to <br /> Development Title Section 9-1100.3(d)(1). The applicant will need to submit the "will- <br /> serve" letter prior to scheduling this item for the Planning Commission. <br /> Woodbridge Design Guidelines Special Purpose Plan <br /> If this project is approved, then the parcel will be subject to the Woodbridge Design <br /> Guidelines Special Purpose Plan to ensure the preservation of the historical character of <br /> the Central Business District. All new non-residential development occurring within the <br /> Central Business District shall be subject to compliance with the design guidelines <br /> contained in the Woodbridge Design Guidelines, which includes specifications on <br /> landscaping, parking, building, and architecture. <br /> Agricultural Mitigation <br /> This project will be subject to the Agricultural Mitigation Ordinance of the Development <br /> Title as approximately 8000 square feet of the parcel has a zoning designation of AG-40. <br /> The Ordinance requires agricultural mitigation for a Zoning Reclassification that changes <br /> the permitted uses from an agricultural to a non-agricultural use (Section 9-1080.3[a][2]). <br /> Agricultural mitigation shall be satisfied by granting a farmland conservation easement or <br /> other farmland conservation mechanism as set forth in Development Title Section 9- <br /> 1080.3(d). The number of acres of agricultural mitigation land shall be at least equal to <br /> the number of acres that will be changed to a non-agricultural use (a 1:1 ratio). Pursuant <br /> to Section 9-1080.3(f), submission of the required legal instrument to provide agricultural <br /> mitigation land shall occur at the time of Grading Permit or Building Permit issuance for <br /> the underlying development project. <br /> Basis for General Plan Amendment <br /> Development Title Section 9-803.4 states that prior to approving a General Plan <br /> Amendment application, the Planning Commission and the Board of Supervisors shall <br /> determine that the internal consistency of the General Plan is maintained in the adoption <br /> of the Amendment. The proposed amendment must be consistent with various General <br /> Plan goals, policies, objectives and implementation measures. <br /> Community Commercial General Plan Policies <br /> Development and Locational Criteria (General Plan Volume I, p.
