e. PARKING: Off-street parking shall be provided and comply with the following: (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust-free surface. Bumper guards shall be provided where necessary to protect adjacent structures or properties. (Development Title Section 9-1015.5) (2) A minimum of 110 parking spaces shall be provided, including 5 accessible spaces and 1 van accessible space (0.33/seat x 300 seats = 100 spaces for the worship hall, plus 4/1000 square feet x 1600 square feet = 6 for the administration office, plus 0.67/1000 square feet x 6000 square feet = 4 for the multi purpose building). (Development Title Section 9-1015.3) (3) One bicycle parking rack or storage devise is required for every 20 parking spaces. (Development Title Section 9-1015.7) f. LIGHTING: Lighting shall be provided and comply with the following: (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the property lines shall be permitted except onto public thoroughfares, provided, however, that such light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) g. LANDSCAPING: Landscaping shall be provided and comply with the following: (1) A minimum ten-foot-wide landscaped strip, respecting the ultimate right-of-way width of Lower Sacramento Road, shall be installed across the frontage of the project site. (Development Title Section 9-1020.7) (2) All areas not used for buildings, parking, driveways, walkways, approved outdoor storage areas, or other permanent facilities shall be landscaped. (Development Title Section 9-1020.7) (3) The parking area shall be landscaped as specified in Section 9-1020.5 of the Development Title. The parking area shall be provided with a minimum of five percent of landscaping within the perimeter of the parking area, not including landscaping along the street frontage. Three trees shall be planted and evenly spaced throughout the packing lot. A five-foot-wide planting strip is required along the easterly property line. (Development Title Section 9-1020.5) (4) A landscaping plan prepared by a licensed landscape professional shall be submitted with the Site Plan. Landscaping shall comply with the requirements of Sections 9-10203, 9-1020.8(a), and 9-1020.6 of the Development Title. Areas which are not part of the project shall be barricaded from traffic. (5) All development shall comply with the 'Trees" chapter of the Development Title. The existing oak trees located near Lower Sacramento Road shall be shown on Conditions of Approval - 2 - UP-97-9
