e. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and <br /> permanently maintained with base material of appropriate depth and asphalt <br /> concrete or Portland cement concrete to provide a durable, dust-free surface. <br /> Bumper guards shall be provided where necessary to protect adjacent structures <br /> or properties. (Development Title Section 9-1015.5) <br /> (2) A minimum of 110 parking spaces shall be provided, including 5 accessible <br /> spaces and 1 van accessible space (0.33/seat x 300 seats = 100 spaces for the <br /> worship hall, plus 4/1000 square feet x 1600 square feet = 6 for the <br /> administration office, plus 0.67/1000 square feet x 6000 square feet = 4 for the <br /> multi purpose building). (Development Title Section 9-1015.3) <br /> (3) One bicycle parking rack or storage devise is required for every 20 parking <br /> spaces. (Development Title Section 9-1015.7) <br /> f. LIGHTING: Lighting shall be provided and comply with the following: <br /> (1) If the parking area is to be used at night, parking lot and security lighting shall be <br /> installed. (Development Title Section 9-1015.5[g]) <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No <br /> spillover beyond the property lines shall be permitted except onto public <br /> thoroughfares, provided, however, that such light shall not cause a hazard to <br /> motorists. (Development Title Section 9-1015.5[g][4]) <br /> g. LANDSCAPING: Landscaping shall be provided and comply with the following: <br /> (1) A minimum ten-foot-wide landscaped strip, respecting the ultimate right-of-way <br /> width of Lower Sacramento Road, shall be installed across the frontage of the <br /> project site. (Development Title Section 9-1020.7) <br /> (2) All areas not used for buildings, parking, driveways, walkways, approved outdoor <br /> storage areas, or other permanent facilities shall be landscaped. (Development <br /> Title Section 9-1020.7) <br /> (3) The parking area shall be landscaped as specified in Section 9-1020.5 of the <br /> Development Title. The parking area shall be provided with a minimum of five <br /> percent of landscaping within the perimeter of the parking area, not including <br /> landscaping along the street frontage. Three trees shall be planted and evenly <br /> spaced throughout the packing lot. A five-foot-wide planting strip is required <br /> along the easterly property line. (Development Title Section 9-1020.5) <br /> (4) A landscaping plan prepared by a licensed landscape professional shall be <br /> submitted with the Site Plan. Landscaping shall comply with the requirements of <br /> Sections 9-10203, 9-1020.8(a), and 9-1020.6 of the Development Title. Areas <br /> which are not part of the project shall be barricaded from traffic. <br /> (5) All development shall comply with the 'Trees" chapter of the Development Title. <br /> The existing oak trees located near Lower Sacramento Road shall be shown on <br /> Conditions of Approval - 2 - UP-97-9 <br />
