Analysis <br /> Background <br /> On July 21, 1994, the San Joaquin County Planning Commission approved a Use Permit application for <br /> the Woodbridge Community Church for a 300-seat, 6,000-square-foot worship hall, a 6,000-square-foot <br /> multi-purpose building, and a 2,500-square-foot office building. This approval required that all conditions <br /> of approval be met and all necessary building permits be obtained within 18 months. <br /> In November 1995, a Revisions of Approved Actions application was filed for the purposes of phasing <br /> the project and minimizing the requirements for construction of a solid masonry wall. On February 15, <br /> 1996, the San Joaquin County Planning Commission conditionally approved the Revisions of Approved <br /> Actions for Use Permit Application No. UP-94-9. The project was slightly modified, and this approval <br /> was for a 300-seat, 7500-square-foot worship hall, a 6,000-square-foot multi-purpose building, and a <br /> 1,600-square-foot office. Condition No. 1.a. of this approval provided for constructing the project in three <br /> phases, in accordance with the phasing identified on the Site Plan dated January 26, 1996. Phase I <br /> required that all conditions of approval be complied with; all necessary building permits be issued and <br /> remain in force; and all necessary permits from other agencies be issued and remain in force prior to <br /> January 30, 1997. According to the schedule, Phase I was to have begun immediately and consisted of <br /> the site grading and construction of the multi-purpose building and other related site improvements. A <br /> grading permit was issued February 2, 1996; but the building permit was not obtained for construction of <br /> the multi-purpose building by the required date of January 30, 1997. As a result, this condition was not <br /> complied with, and the Use Permit approval lapsed. <br /> Policy <br /> The property has a General Plan designation of Agriculture, and the property is zoned AG-20. The use <br /> type is Religious Assembly-Community, which is permitted in the AG-20 zone subject to an approved <br /> Use Permit.
