Recommendations
Action
It is recommended that the Planning Commission:
1. Approve the Negative Declaration; and
2. Approve Use Permit No. UP-97-9 with the Findings and Conditions of Approval in the staff
report.
Findings
1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan
and any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other
applicable plan adopted by the County.
This finding can be made because the proposed church is consistent with the
policies of the A/G General Plan designation and is permitted in the AG-20 zone
subject to an approved Use Permit. This proposal is consistent with the Lower
Sacramento Specific Road Plan, which requires no change in the existing road
right-of-way from the Mokelumne River to Woodbridge Road.
2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other
necessary facilities have been provided, and the proposed improvements are properly related to
existing and proposed roadways.
• This finding can be made because the site has frontage on a County road, and
water supply, sanitation, and drainage will meet County standards.
3. The site is physically suitable for the type of development and for the intensity of development.
• This finding can be made because the Site Plan demonstrates that all proposed
development can be accommodated on this site and meet all County standards for
parking, yards, well, septic, and drainage.
4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare
or be injurious to the property or improvements of adjacent properties.
• This finding can be made because the Initial Study prepared for this project did
not identify any potentially significant impacts.
5. The use is compatible with adjoining land uses.
• This finding can be made because no conflicts with surrounding land uses have
been identified.
San Joaquin County UP-97-9/Woodbridge
Community Development Page 6
