Analysis <br /> Aartman Trucking <br /> The applicant has indicated that the trucking facility has existed at this site for approximately 17 years. <br /> However, the trucking facility has been operating without the benefit of permits from the County, and the <br /> Development Title does not permit trucking terminals in the AG zones. The trucking facility may be <br /> permitted as an accessory use if the trucks only haul products associated with the cheese processing <br /> facility. Therefore, it is recommended that approval of this project be conditioned to restrict the trucking <br /> facility from hauling for off-site companies. It is recommended that the applicant's request to phase out <br /> the use over a two-year period be denied. <br /> Odors <br /> Public Health Services and the San Joaquin Valley Unified Air Pollution Control District have indicated that <br /> waste water from this facility has generated numerous odor complaints from as far as three miles away. <br /> Since 1989, the District has validated at least 12 odor complaints. However, in the previous year, the <br /> facility has taken actions to reduce the problem, and only one complaint has been verified. The applicant <br /> has indicated that this expansion will allow the installation of new equipment and procedures that will <br /> further reduce odors. The Environmental Health Division requires that written approval be obtained from <br /> the Central Valley Regional Water Quality Control Board prior to the issuance of building permits regarding <br /> filing a Waste Management Report. <br /> Traffic/Circulation <br /> The existing cheese facility has 64 employees. The applicant has stated that this proposal includes new, <br /> more efficient equipment, and the applicant expects to add only 11 new employees. The applicant <br /> estimates that six trucks per day deliver milk, one truck per day picks up cheese, and one truck per day <br /> brings supplies. The applicant expects this proposal to increase the truck traffic to 20 trucks delivering <br /> milk per day. two or three trucks picking up cheese, plus three trucks delivering supplies. Thus, the <br /> proposed cheese facility will result in an additional 19 (gross) trucks per day. However, the applicant <br /> notes that the trucking facility dispatches and receives 20 trucks per day, six of those trucks arrive with <br /> milk for the cheese processing facility, and 14 arrive empty. With expansion of the cheese facility, the 14 <br /> trucks that arrive empty will be replaced by 11 that arrive loaded with milk. Thus, the cheese facility <br /> expansion will result in a net increase of only five trucks per day. These trucks plus the 11 additional <br /> emplovees are not expected to generate a significant volume of traffic. <br /> The City of Manteca has indicated that truck traffic from this Bate can become disruptive to the flow of <br /> traffic on Airport Way. The City recommends the installation of left- and right-turn lanes on Airport Way. <br /> However, the Department of Public Works has reviewed the City's request and does not agree with the <br /> requirement for turn lanes. Pubfic Works recommends that driveways and driveway approaches be <br /> improved to County and Fire Code standards.
