Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-94-4 with the Conditions of Approval and Findings <br /> contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> This finding can be made because Agricultural Processing is conditionally permitted <br /> in the AG-40 zone, which is an implementing zone of the A/G (General Agriculture) <br /> General Plan designation. In addition, the accessory trucking use may be <br /> conditionally permitted with a Use Permit, with a condition which states that the <br /> trucking operation shall only haul goods associated with the cheese facility. There <br /> are no other plans adopted by the County. <br /> 2. Adequate utilities, roadway improvements,sanitation,water supply, drainage.and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the site has access by frontage on Airport Way. <br /> Adequate area exists for water, storm drainage, and sewage disposal to be provided <br /> on the site. Adequate space exists off the site for waste water disposal, which shall <br /> be approved by the Regional Water Quality Control Board. Frontage and driveway <br /> improvements will improve circulation, <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This finding can be made because the site plan, along with the recommended <br /> conditions of approval, will ensure that all code requirements and other standards will <br /> be met. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> This finding can be made because the Initial Study prepared for this item found no <br /> potentially significant environmental impacts.
