San Joaquin Valley <br /> Unified Air Pollution Control District <br /> ;9 <br /> June 20, 1994 11 <br /> Chandler Martin 1994 <br /> San Joaquin County <br /> Community Development Department 'L4�A;!Piu a.' j til <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: UP-94-9 - USE PERMIT APPLICATION FOR A 300-SEAT CHURCH, <br /> OFFICE AND MULTI-PURPOSE BUILDING <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has <br /> reviewed the project referenced above and offers the following comments: <br /> San Joaquin Valley's air quality has been designated nonattainment by the EPA and <br /> the California Air Resources Board for the following pollutants, PM70 (fine particulate <br /> matter) and 03 (ozone). The California Clean Air Act (AB2595), requires areas that are <br /> designated nonattainment to reduce emissions 5% annually until standards are met. <br /> A Negative Declaration is appropriate for this project from an air quality perspective. <br /> However, a concerted effort should be made to reduce project emissions when <br /> development occurs, as outlined below: <br /> The SJVUAPCD suggests that the project applicant take all feasible measures to <br /> reduce the amount of dust (fine particulate matter-PM10) and ozone precursors <br /> (Reactive Organic Gases (ROG), and Oxides of Nitrogen (NO2, NO.) that will result <br /> from construction of this project. Specifically, the District suggests that the following <br /> Mitigation Measures be included as part of project approval: <br /> • All material excavated, graded or otherwise disturbed should be sufficiently <br /> watered to prevent excessive amounts of dust. Watering should occur at least <br /> twice daily with complete coverage, preferably in the late morning and after <br /> work is done for the day. <br /> • All clearing, grading, earth moving, or excavation activities should cease when <br /> wind speeds are equal to or greater than 20 mph. <br /> David L Crow <br /> Exec„tire Director At,-Pollution Control Officer <br /> Northern Region Central Region Southern Region <br />
