Analysis <br /> This Site Approval was approved at staff level with notification to surrounding property owners. <br /> Typically, a Revision of Approved Actions application for a Site Approval would be approved or denied at <br /> staff level. Because the applicant is appealing the determination of a Development Title requirement <br /> (Section 9-1022.4[e][1]), this Revisions of Approved Actions application is being referred to the Planning <br /> Commission. <br /> The Development Title requires that industrial projects abutting a residential zone, an area shown on the <br /> General Plan for residential use, or an existing residential use be screened with a solid masonry wall <br /> between six and eight feet in height along the abutting property line (Section 9-1022.4[e][1]). Because <br /> there are residential uses to the west and south of the project site, a solid masonry wall is required by <br /> ordinance. As a point of information, the Industrial Development Policies contained in Volume I of the <br /> San Joaquin County General Plan 2010 state that Limited Industrial areas shall be developed so that <br /> industrial activities are conducted entirely within enclosed buildings and that outdoor storage areas are <br /> screened (p. IV-32).
