December 15, 2005
Proposal Number: P05314
Page 2
o Interviews with individuals having knowledge or information about the current or
past uses, activities, and environmental status of the subject property and
surrounding property uses. These contacts may be made either in person, by
telephone, or through written correspondence.
o Field inspection of the subject property including all facilities and improvements, and
an off-site reconnaissance of the surrounding area and adjacent properties to identify
conditions and land uses that may suggest some environmental concern. The
j inspection should identify evidence of septic systems, material and waste storage
facilities, use or disposal of petroleum products or solid wastes, petroleum
production wells, groundwater wells, above-ground storage tanks, underground
storage tanks, unusual surface grading, surface staining, soil discoloration, odors,
stressed vegetation, oil sheens or films on standing water, asbestos,lead-based paint,
and other signs alerting to possible hazardous substances.
In completing the SSCR, it will be necessary to review files that are in the custody of local or
regional governmental agencies. These agencies have the authority to restrict or limit access to these
files, and to levy fees for file review. Should an agency invoke restrictions or limitations on the
availability of the files that we are required to review in order to comply with the specified scope of
work, there may be delays in producing the report. You will be notified promptly should any such
delays occur.
In order to fulfill the interview portion of the SSCR, a "property owner questionnaire" must be
completed. We will need to know the names and phone numbers of the current and past property
owners, the names of any growers that may be tenants on the property, and all physical site
addresses and assessor's parcel numbers associated with the property. Early completion of the
questionnaire is critical to insure timely completion of our investigation.
Estimated Costs
Our base fee for the SSCR will be $2,000 for the subject property. Our normal turn around time for
the SSCR is six weeks. In addition to out base fee, all fees assessed by the regulatory agencies for
file review will be invoiced at cost plus fifteen percent (159/6). We do not expect file review fees to
exceed $100 for this project.
San Joaquin County Environmental Health Department will require a$186 report review fee for the
SSCR at the time of report submission. These fees are the responsibility of the owner.
I
I
i
I
14
