or after April 30, 1991. (Development Title Section 9-818.4 and Resolution R-97-5) <br /> c. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> d. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> addressed the items on the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> 3. DEPARTMENT OF PUBLIC HEALTH SERVICES (Staff Contact: Larry Godinho, 468-0330) <br /> a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br /> usage must be performed prior to the issuance of building permits (Development Title Section 9- <br /> 1105.2[d]). A nitrate loading study is required, and a review fee of$435.00 must be paid at the <br /> time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is <br /> required for each parcel. A permit fee of$87.00 per percolation hole is required. <br /> NOTE: The Environmental Health Division has recently received information relating to elevated <br /> levels of nitrates in the groundwater adjacent to this project area. Based on that information and <br /> the results of this study, a package wastewater treatment system for sewage disposal may be <br /> required for this project. <br /> b. The existing private water wells shall be tested for the chemical dibromochloropropane (DBCP) <br /> and nitrates prior to the issuance of building permits. Samples are to be taken and analyzed by a <br /> State approved laboratory. (Development Title Section 9-1115.7). <br /> c. Submit three sets of food facility plans to the Environmental Health Division for review and <br /> approval prior to the issuance of building permits. (California Health and Safety Code, Section <br /> 113915) <br /> d. State on revised site plans the maximum number of employees and customers the sewage <br /> disposal system is being designed for and that the leach field area will be barricaded so that it <br /> cannot be driven over, parked on, or used as a storage area. This leach field area must be used <br /> for that specific purpose only and cannot contain any underground utility lines. (Development <br /> Title Section 9-1110.4[c][5]) <br /> e. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development based on the findings of the <br /> Soil Suitability Study. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> f. Construct a water well under permit and inspection by the Environmental Health Division prior to <br /> occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per <br /> year, or the number of service connections exceed four, a yearly permit to operate a public water <br /> system will be required by the Environmental Health Division. (Development Title 22, Sections 9- <br /> 1120.2 and 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> San Joaquin County <br /> Community Development UP-01-61Raymus <br /> Page 9 <br /> i <br />
