The second informational gathering source is the Environmental Questionnaire found in <br /> Appendix B. This documents environmental information from the current owner, Mr. <br /> Terry Davis. As the owner, he is knowledgeable of activities that have taken place on the <br /> subject property for the past 20 years. <br /> The third informational source is the Geotracker Site List from the State Water Resources <br /> Control Board for underground (USTs) and leaking underground storage tanks (LUSTs). <br /> The fourth informational source is the 2003 Groundwater-1;J s of Equal Depth and <br /> Elevation Maps found in Appendix E illustrating the depthand directional flow of the <br /> underlying groundwater. The depth is approximately 22 ft L. Groundwater flow <br /> direction appears to be slightly in a north-northwesterly-&rection. <br /> § 3.2 Description of all past on-site potential and/or known above and below ground sources of <br /> contamination identified at the project site would include lead paint (due to the age of the <br /> residential structure) and asbestos. As referenced, there was no testing of any of the on-site <br /> structures. However, I personally witnessed the destruction of the residential structure and <br /> asbestos removal protocol was used. <br /> A destruction permit for the referenced septic tank and leachfietd-thiat-served the house was <br /> taken out on September 12, 2006 (SR 48158) to satisfy,Condition"E"on the Conditions of <br /> Approval. However, EHD records indicate that no inspection of the septic system <br /> destruction was ever done. In addition, the domestic*ell-still-exists and is isolated from <br /> construction activities. It is known that the well opening is sealed with a steel cover that <br /> has been welded to the casing. <br /> There is an extremely slight potential of DDT residual insecticide from farming operations <br /> that may have taken place on the property decades ago, although this is somewhat <br /> improbable and inconsequential. Residual pesticide is inconsequential in my professional <br /> opinion because the vast majority of the property will be covered with impermeable <br /> surfaces of asphalt, concrete and buildings. This will prevent fugitive dust that may contain <br /> residues from escaping the soil surface. <br /> § 3.3 Description of all current on-site potential and/or known above ground and below ground <br /> sources of contamination identified at the project site include: No sources of current <br /> observable above-ground contamination. Subsurface contamination may be possible from / <br /> the referenced sources, namely the septic tank/leachfield and residual pesticides. No <br /> electrical transformers are on the property; however, there are surrounding transformers. <br /> These transformers appear to be relatively new and unlikely to contain polychloride <br /> biphenyls (PCBs). If there was a leak or explosion, it would be the responsibility of the <br /> transformer owner to mitigate contamination. <br /> Page-4- <br /> Chesney Consulting <br />
