A grading plan shall be submitted by 'he applicant, and it shall be approved and a <br /> grading permit issued by the Building inspection Division prior to any excavation or filling <br /> of earth material. (UBC, Appendix, Chapter 70) <br /> g. All parking spaces and major circulation drive lanes shall be surfaced and permanently <br /> maintained with a minimum of two inches of asphalt concrete or four inches of Portland <br /> Cement concrete or other approved material. Bumper guards shall be provided when <br /> necessary to protect adjacent structures or properties. All other areas that could <br /> potentially have any vehicular traffic shall be surfaced and permanently maintained with <br /> a chip seal or other approved material. Storage areas shall be surfaced with crushed <br /> rock or other approved material to provide a stable, dust free surface. (Development Title <br /> Section 9-1015.5) <br /> h. Submit an Improvement Plan, prepared by a registered Civil Engineer, showing drainage <br /> (including drainage patterns with calculations), driveway access details, on-site parking, <br /> existing and proposed utility services, and grading. A plan check fee will be required. <br /> (Development Title Section 9-884) <br /> 2. DEPARTMENT OF PUBLIC WORKS: <br /> a. The approach and driveway shall be improved in accordance with the requirements of <br /> Uniform Fire Code Section 10.207, San Joaquin County Standards F-1 a, F-1 b, F-1 c, and <br /> R-17, and the Manteca-Lathrop Fire District prior to issuance of the occupancy permit. <br /> (Development Title Section 9-1145.5) <br /> b. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is$2,502.00 per <br /> 1,000 gross square feet of building designated as "Service Commercial' or $359.00 per <br /> daily trip-end generated in the Manteca area. The fee shall be automatically adjusted July <br /> 1 of each year by the Engineering Construction Cost Index as published by the <br /> Engineering News Record. (Resolutions R-90-304 & R-91-1025) <br /> C. An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> 3. PUBLIC HEALTH SERVICES: <br /> a. The sewage disposal system shall comply with the on-site sewage standards of San <br /> Joaquin County prior to Improvement Plan approval. A percolation test, a 10-foot soil <br /> profile, and a sewage disposal area as determined by the percolation test are required <br /> prior to Environmental Health approval. A permit for the percolation test must be <br /> obtained from the Environmental Health Division. (Development Title Sections 9-11103., <br /> 9-1110.4(c), and 9-1110.5) <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane <br /> (DBCP) and nitrates. Samples are to be taken and analyzed by a State approved <br /> laboratory. (Development Title Section 9-1115.7) <br /> C. Construction of individual sewage disposal systems under permit and inspection by the <br /> Environmental Health Division is required at the time of development.
