house. Mr. Kamps has been an owner for approximately 20 years. He stated that the
Site has been orchard the entire time of his ownership.
Mr. Kamps indicated that a diesel AST is located near the irrigation well. He stated that
there were previously other ASTs in a bunker near the house. The structures on the
Site all date to before his purchase, and he would estimate that they were built
approximately 20 to 25 years ago. There is one septic system on the Site to serve the
residence; he assumes it was installed at the same time. Mr. Kamps indicated that the
"windmills" in the orchard have never been used during his ownership of the Site and
are not powered by fuel tanks.
Mr. Kamps stated that agricultural chemicals are not mixed or stored on the Site. He
was not aware of any dumping, automotive maintenance, or other environmental issues
on or adjacent to the Site.
6.0 SITE DOCUMENTS
6.1 Environmental Health Department Records
The EHD was contacted regarding the Site addresses of 14280 and 14442 East
Highway 120. According to Cheryl Field, no environmental records are on file for these
addresses (personal communication, February 2011).
Live Oak requested copies of the EHD well and septic permit files for the Site
addresses. The following two permits were found:
•
October 1985 permit for new domestic well_
• April 1986 permit for new septic system at mobile home (approximate location of
current residence). The system utilizes a 1,600-gallon septic tank and two 80-
foot leach lines ending in 4-foot by 12-foot by 8-foot deep sumps.
Copies of the EHD records have been included in Appendix 4 of this report.
7.0 GOVERNMENT AGENCY RESEARCH
7.1 EPA Databases
The California Environmental Protection Agency (EPA) manages contaminated sites
through two sub-agencies: the State Water Resources Control Board (SWRCB) and the
Department of Toxic Substances Control (DTSC).
