• In 1986, General Plan and zoning for the subject property were A/G and AG-
40 respectively (Planning Title-Division 4, Chapter 2, Section 9-4005.1) which
permitted retail and wholesale nursery sales (Planning Title-Division 3,
Chapter 3, Section 9-3200.7) with an approved Development Plan
application. Development Plans were ministerial permits, similar to present
day Improvement Plans.
The standard parking requirements for a Nursery Sales and Services-Wholesale and
Retail business appear to require more spaces than the use may need to accommodate
customers. The applicants may submit in writing the number of parking spaces they
propose to be sufficient. The Community Development Department will then review the
request accordingly.
The Community Development Department has reviewed the Site Approval application
submitted on March 20, 2001, and responses from other agencies and will be
recommending approval subject to the following Conditions of Approval:
Site Approval Application No. SA-98-38 was approved by the Community
Development Department on . The effective date of approval is . This approval will
expire on , which is 18 months from the effective date of approval, unless (1) all
Conditions of Approval have been complied with, (2) all necessary building permits
have been issued and remain in force, and (3) all necessary permits from other
agencies have been issued and remain in force.
Unless otherwise specified, all Conditions of Approval and ordinance requirements
shall be fulfilled prior to the establishment of the use and the issuance of any
building permits. Those Conditions followed by a Section Number have been
identified as ordinance requirements pertinent to this application. Ordinance
requirements cannot be modified, and other ordinance requirements may apply.
1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Jennifer Jolley, 468-
3161)
a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING
PERMIT". The Site Plan required as a part of the building permit must be prepared
by a registered civil engineer or licensed architect. This Plan must show drainage,
driveway access details including gates, on-site parking, landscaping, signs,
existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK
LIST" for details). A fee is required for the Site Plan review. (Development Title
Section 9-884)
b. APPROVED USE: This approval is for the following, as shown on the Revised Site
Plan dated March 20, 2001.
(1) One 4,500 square foot(30'x150') wholesale nursery building
(2) One 2,100 square foot (42'x50') wholesale/retail building (1,050 sq. ft.
designated for retail and 1,050 sq. ft. designated for wholesale)
