• In 1986, General Plan and zoning for the subject property were A/G and AG- <br /> 40 respectively (Planning Title-Division 4, Chapter 2, Section 9-4005.1) which <br /> permitted retail and wholesale nursery sales (Planning Title-Division 3, <br /> Chapter 3, Section 9-3200.7) with an approved Development Plan <br /> application. Development Plans were ministerial permits, similar to present <br /> day Improvement Plans. <br /> The standard parking requirements for a Nursery Sales and Services-Wholesale and <br /> Retail business appear to require more spaces than the use may need to accommodate <br /> customers. The applicants may submit in writing the number of parking spaces they <br /> propose to be sufficient. The Community Development Department will then review the <br /> request accordingly. <br /> The Community Development Department has reviewed the Site Approval application <br /> submitted on March 20, 2001, and responses from other agencies and will be <br /> recommending approval subject to the following Conditions of Approval: <br /> Site Approval Application No. SA-98-38 was approved by the Community <br /> Development Department on . The effective date of approval is . This approval will <br /> expire on , which is 18 months from the effective date of approval, unless (1) all <br /> Conditions of Approval have been complied with, (2) all necessary building permits <br /> have been issued and remain in force, and (3) all necessary permits from other <br /> agencies have been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING <br /> PERMIT". The Site Plan required as a part of the building permit must be prepared <br /> by a registered civil engineer or licensed architect. This Plan must show drainage, <br /> driveway access details including gates, on-site parking, landscaping, signs, <br /> existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK <br /> LIST" for details).
