Analysis <br /> Proposed Facility Use <br /> The applicant states that the facility is being proposed due to the fact that his son has no place locally to <br /> play soccer. Currently, his son and team members must be driven to Livingston, in Stanislaus County, to <br /> participate in soccer games. The team competes at an advanced level and is therefore not associated <br /> with a city or school sponsored program, which typically have fields set aside for their use. The team's <br /> season runs from the beginning of October to the end of February with about a three-to four-week break <br /> during the Christmas/ New Years holidays. The team will play occasional matches the rest of the year <br /> during weekends. Practices will be held three to four times a week in the evening, and one game will be <br /> held about twice a month on the weekend, also in the evening. A tournament will be held at the site twice <br /> a year, which will be the only time the fields proposed for Phase II will be utilized. <br /> The applicants expect about ten vehicle trips for each practice and about 20 vehicle trips for each game. <br /> Lighting is proposed for the main field (Phase II), which was situated to be the farthest away from <br /> adjacent homesites and State Route 120. <br /> The Escalon Youth Soccer Program has expressed interest in utilizing the proposed facility. However, an <br /> agreement with the applicant has not been finalized at this time. If the Youth Soccer Program is allowed <br /> to use this facility, soccer games will be held every Saturday during the months of September and <br /> October. However, at no time will the facility be used simultaneously by the Escalon Youth Soccer <br /> Program and the "home' team associated with the facility. <br /> The meeting facility housed in the multi-use building will be used solely for team meetings. <br /> General Plan/Development Title Consistency <br /> The General Plan designation for the project site is Limited Agriculture(A/L), and the Zone Classification is <br /> Limited Agriculture, 10-acre minimum parcel size (AL-10). The Recreation — Parks Use Type is a <br /> conditionally permitted use with approval of a Use Permit in the AL-10 zone. The Community Development <br /> Department has made the determination that the proposed use best fits under the Recreation— Parks use <br /> type classification, which is defined as "outdoor areas used for recreational activities which involve large <br /> amounts of open space with minimal development." <br /> Traffic <br /> The California Department of Transportation is the jurisdictional agency overseeing State Route 120. The <br /> Department of Transportation has responded to this application with recommended Conditions of Approval, <br /> requiring 50-foot-wide dedication from the centerline of State Route 120 and an encroachment permit for <br /> any work done in the State right-of-way. <br /> Land Use Compatibility <br /> The project site is located in the AL-10 zone, which permits the creation of parcels with a minimum size of <br /> ten acres. The Recreation — Parks use type is a conditionally permitted use in the AL-10 zone with the <br /> approval of a Use Permit. Given the intensity of the proposed use and the recommended Conditions of <br /> Approval, the Community Development Department does not expect this project to adversely impact <br /> agricultural uses on adjacent property. <br /> San Joaquin County UP-00-22\California Milk Market <br /> Community Development Page 3 <br />
