Parking Requirements <br /> Section 9-1015.3 of the Development Title requires nine parking spaces per acre for uses under the <br /> Recreation — Parks use type. The proposed facility will utilize almost the entire 18.3-acre parcel and, <br /> therefore, would require 165 parking spaces. Given the proposed intensity of the use, the number of <br /> expected vehicle trips for each game, and the fact that the applicant has stated that games will not occur <br /> simultaneously,the Community Development Department has determined that requiring 165 parking spaces <br /> would be excessive. <br /> Section 9-1015.9 of the Development Title allows the requirements of the Parking and Loading Chapter to <br /> be modified. The Community Development Department is recommending a Condition of Approval (1.e.[21) <br /> which requires the applicant to provide the 45 parking spaces shown on the Site Plan for Phase I and to <br /> maintain the future parking area for Phase II with chip seal for overflow parking during tournaments held at <br /> the site twice a year. <br /> Neighborhood Comments <br /> The Community Development Department has received eight letters of opposition and one letter in support <br /> of the proposed project. Neighborhood concerns include compatibility with the agricultural neighborhood <br /> and agricultural practices, including the application of pesticides,traffic congestion and safety, use of the <br /> irrigation line maintenance road at the rear of the property, noise, and proper handling of waste effluents. <br /> As stated above,the Recreation—Parks use type is a conditionally permitted use in the AL-10 zone, and <br /> with the recommended Conditions of Approval, the Community Development Department does not expect <br /> the project to impact surrounding agricultural uses. Further,the applicant states that activities on the Phase <br /> I field will occur in the evenings,which is not a normal time for pesticide application. The applicant has also <br /> planted eucalyptus trees at ten-foot intervals around the perimeter of the project site. When mature,these <br /> trees will act as a screen to pesticide drift from neighboring properties. <br /> The applicant has also fenced the perimeter of the project site,which will help prevent trespass onto <br /> neighboring farmland and will also prevent the use of the irrigation line maintenance road to access the site. <br /> Potential noise generated from the facility is not considered significant due to the intermittent nature of the <br /> use. <br /> The California Department of Transportation and the County Environmental Health Division have jurisdiction <br /> over issues concerning traffic and waste effluents,respectively.
