7 SAN JOI-JUIN FARM BUREAT_FEDERATION
LOO4 MEETING TODAY'S PROBLEMS/PLANNING FOR TOMORROW
January 10,2001
San Joaquin County Planning Commissioners ,AN 12 MA
1810 East Hazelton Avenue
Stockton,CA 95205 ualq ueveiopment Dept
Comm
Dear Commission Members,
The San Joaquin Farm Bureau Federation has reviewed the proposed youth soccer complex
(application referral UP-00-22)which has been scheduled for your consideratiom
This project will negatively affect agriculture because of its incompatibility with its location The
project is located several miles from the city limits of Escalon where agriculture activities have always
been present. Typical agricultural practices surrounding the property are harvesting, chemical
applications, and tillage of the soil, all of which are activities carried out throughout the year. An
addition of a recreational facility in this location would severely impact and limit all agricultural
operations surrounding the facility due to the high amount of public presence on the property.
Since this proposed development would be located on a road that already generates heavy traffic, a
traffic study needs to take place with the consideration of how this project will impact the existing
infrastructure. The proposed location also seems to be in a location where, due to a canal crossing that
creates a blind spot east of the project;traffic studies will need to clearly identify how individuals both
entering and leaving the facility will navigate their vehicles safely.
Where is this facility's water coming from? There is a concern with the amount of water this facility
will need to maintain all facilities including the athletic fields. How big and how deep will the well be
in order to supply the facility's demand for water?
What type of wastewater facility will this project have? Generating wastewater from the facilities,as
well as runoff from paved parking lots must have a wastewater plan and facilities designed to handle
the capacity generated by this proposed development.
The San Joaquin Farm Bureau Federation opposes this proposed project, however, encourages both
the landowner and the City of Escalon to work together to develop a recreational soccer park within
the Escalon City Limits.
Sincerely,
,/
Matthew Terra
Program Director
r,rrCtVF1]
cc: City of Escalon ,IAN 12 2001
Community Development Dept.
POST OFFICE BOX 8444 • 3290 NORTH AD ART WAY • (209) 931-4931 • STOCKTON, CA 95206
