PTECE EC <br /> DEC 11- 000 <br /> San Joaquin County Community Development Commurnity jJei'e1Opmant ijePt8 Dec 2000 <br /> Development Services Division <br /> 1810 East Hazelton Ave. <br /> Stockton, CA <br /> This letter reflects our comments concerning the soccer complex, proposed to be <br /> completed on State Route Highway 120 between Victory Road and Enterprise. <br /> We have four concerns and one recommendation: <br /> 1) We are primarily concerned with the intrusive character of a soccer complex <br /> situated in the heart of an area zoned for agriculture. It is not suitable according to <br /> the general plan, nor is it suited to the type of agricultural and family pursuits <br /> found in the area. <br /> 2) We are concerned about the construction of such a complex adjacent to a limited, <br /> yet busy state highway. This is not a large highway. It carries commuter,tourist, <br /> and large truck traffic, and it is susceptible to intersection accidents and rear-end <br /> accidents affecting people attempting to turn off the highway. Several of the <br /> nearby intersections, including Victory,Enterprise,and Henry Rd,have been the <br /> scenes of fatal accidents. <br /> 3) We are concerned about the handling of waste effluents. There is no sewer system <br /> in the vicinity, and that means all waste must be kept onsite. Please review the <br /> major difficulties the community faced less than a decade ago when the slaughter <br /> house found on Victory Avenue was unable to control its waste products. While <br /> we do not imagine that a soccer complex would generate such wastes,the <br /> problems are reflective of the type of soil (Madera Loam)and hardpan found in <br /> the area. Please review with Stanislaus County concerning the major problems <br /> that developed on Pleasant Valley Road, approximately one mile northeast, when <br /> several houses found their septic systems were inadequate when too many houses <br /> were built in close proximity. <br /> 4) We are concerned that the California Milk Market has proceeded to build <br /> buildings, lay an asphalt entry drive,and other things prior to the granting of a <br /> permit. <br /> We believe that a soccer complex is a fine addition to the community and we would like <br /> to see one developed,but not where ingress is off a major highway, and not in such a <br /> clearly defined agricultural area. We would encourage the developers, and the City and <br /> County, to locate land near the north bank of the Stanislaus River. Let us use river <br /> proximity for things such as this. A park and a complex near the river would benefit all of <br /> us.
