State Route 120 <br /> Highway for the following reasons: <br /> 1. It does not fall under the agriculture zoning. In fact, it could hamper <br /> the agricultural procedures that are required of the surrounding orchard and <br /> vineyard owners. It is necessary for farmers to apply chemicals to their <br /> crops. To limit the times when chemicals could be applied that are not in <br /> conflict with people using the soccer complex due to its proximity would be to <br /> deprive the farmers of their right to earn a livelihood. Farming practices <br /> must be attended to when warranted by the weather and the season. This <br /> must not be compromised by a facility such as is being proposed. Also, when <br /> nuts are harvested(during the height of the soccer season) the air quality is <br /> at its worst. We who live here understand that it is necessary,but we are <br /> afraid users of the soccer complex would object so vigorously that ultimately <br /> the farmers'rights to harvest their crops would be in jeopardy. There is no <br /> question but what the land has always been agricultural. Our land, which is <br /> directly north of the parcel on which the soccer complex is proposed, has been <br /> under the Williamson Act since 1978, as are other neighboring properties. <br /> That clearly requires its use to be agricultural. <br /> 2. Highway 120 cannot handle additional traffic. The commuter traffic is <br /> intense.
