The complex will be constructed in two phases and will <br /> include the following improvements: <br /> • Phase I: One full size soccer field, two portable pre-fabricated bleachers with 50 <br /> seats each, a 6,000 sq. ft. multi-use building which will house a changing room, <br /> meeting room, restroom, and snack bar with kitchen, a parking area, and a 600 sq. ft. <br /> maintenance and equipment building. <br /> • Phase 11: Two full size soccer fields, lighting for Phase I field only, expansion of the <br /> parking area. <br /> In addition, the project site contains an existing residence, which will serve as a <br /> caretaker's residence. <br /> The applicant states that the facility is being proposed to provide a field for a youth <br /> soccer team, which currently does not have a permanent location to practice and host <br /> games (the team competes at an advanced level and is therefore not associated with a <br /> city or school sponsored program, which typically have fields set aside for their use). <br /> The facility will be used solely by the said youth team. Practices will be held three to <br /> four times a week in the evening and one game will be held about twice a month on the <br /> weekend, also in the evening. A tournament will be held at the site twice a year, which <br /> will be the only time the fields proposed for Phase II will be utilized. <br /> The applicants expect about ten vehicle trips for each practice and about 20 vehicle <br /> trips for each game. Lighting is proposed for the main field (Phase 1) but is expected to <br /> be used infrequently because the team's active season is in the summer. <br /> The meeting facility housed in the multi-use building will be used solely for team <br /> meetings. <br />
